Heilongjiang Province is a typical net migration province in China.According to the data of the sixth census,Heilongjiang Province’s annual inter-provincial migration population of 2.554 million people,inter-provincial migration of 506,000 people,a net migration of 2.048 million people.Heilongjiang Province,because of the climatic conditions,the direction of economic development defects and unreasonable industrial structure and other aspects of the impact of the local socio-economic development,resulting in slow economic growth.Human capital plays a more positive role in regional economic growth,and the continuous loss of human capital and population will lead to the reduction of labor resources,and the reduction of labor resources will affect the large-scale production of the region,which will have a bad impact on the local socio-economic development.This paper first uses the data of the 2017 National Mobile Population Dynamic Monitoring Survey to screen out the population flowing out of Heilongjiang Province,selects the demographic characteristics,socio-economic characteristics and mobility characteristics and the willingness to stay in the questionnaire for descriptive statistical analysis,and finds that the 35-44 years old,non-agricultural household registration,high education,own housing and high monthly wage income of the outflow of the population will be higher.An analysis of the regional differences in the willingness to stay found that the eastern region 35-44 years old,male,first marriage,professional and technical and clerical willingness to stay is high;The willingness of 25-34 year olds,widows,self-employed workers,business service workers and the out-of-business population to stay in northeast China is higher;The higher willingness of employees over 55 years of age and without a permanent employer to stay in the central region;The higher willingness of the outflow of 15-24 year olds,unmarried employees with fixed employers,agricultural and industrial workers,low rents and free housing,and migrant work to stay in the western region;The outflow of highly educated and owned housing is generally more likely to stay in all regions.Finally,the duallogistic model is established for empirical analysis,and it is found that the variables such as married outflow population,own housing,participation in urban workers’ medical insurance and the reason for the outflow are business can significantly affect the willingness of the outflow population to stay in the inflow.
