The Impact Of Population Outflow On Endowment Insurance In Heilongjiang Province

Pension insurance funds attach closely to population flow,of which population outflow is in inverse proportion to the income of pension insurance funds.The more the net population outflow is,the less the income of pension insurance funds will be,based on that,it is not conducive to the sustainable development of pension insurance.With the reform and opening up,there has been a large-scale movement of population in China.Both the outflow and inflow of population will surely have a great impact on the economic environment and policy environment.On the basis of the latest figure,the number of population outflow in Heilongjiang province is drastically large,especially young labor force accounts for a major share of population outflow.Pension insurance fund account in Heilongjiang province—the only province with negative growth of pension insurance fund account—has been in deficit for two consecutive years.This paper uses the methods of literature review,value analysis,comparative research and empirical analysis,etc.to analyze the impact of population outflow on the endowment insurance system.The first part of this paper is the introduction,by introducing the research background,researching purpose and researching significance,which exactly summarizes the current research status of this issue at home and abroad and puts forward the writing thoughts and methods of this paper.The second part of the paper firstly gives a definition on the concepts of population outflow and endowment insurance system,and then introduces the theories related to population movement,such as the push and pull theory,the new economics of migration,multiple relative deprivation theory and cascade flow theory,etc.The third part of the paper describes the current situation of population outflow in Heilongjiang province in detail.First of all,the paper analyzes as the population movement in Heilongjiang province as that in the whole country.It is apparently proved that population outflow in Heilongjiang province has the characteristics of population outflow being much larger than population influx.In addition,the proportion of migrant workers who are separated from the household increases,the scale of seasonal population flow is large,and the proportion of labor force outflow increasesFrom the perspective of the impact of population outflow on the endowment insurance system in Heilongjiang province,the fourth part shows that the large outflow of population,especially the outflow of labor force,reduces the income of pension insurance funds and increases the supporting ratio of social pension,which is mean to cause the increase of the number of people withdrawing pension insurance within the further fragmentation of social insurance system emerging.The fifth part comes up with the countermeasures to solve the issue over the impact of population outflow on the endowment insurance system in Heilongjiang province.Heilongjiang province should be responsible to formulate some favourable policies to resist population outflow,to establish a multivariate maintenance and appreciation mechanism of endowment insurance funds,and to suggest improving the pooling level of endowment insurance to handle the issue over the impact of population outflow.As these measures are put into effect,to the extent,it is possible to have the endowment insurance accounts of town employees avoid risks and achieve sustainable development and increase their income.
