Analysis Of The Impact Of Targeted Poverty Alleviation Policy On The Income Gap Between Urban And Rural Areas In Jilin Province

Through the joint efforts of the party and the people,at the important moment of the 100 th anniversary of the founding of the Communist Party of my country,our country has won an all-round victory in the fight against poverty,completed the arduous task of eradicating absolute poverty,and created a miracle of poverty reduction that the world has attracted attention.It means the end of poverty reduction in our country.In the new era,my country’s poverty alleviation and development are still facing major opportunities and severe challenges.The problem of unequal and unbalanced resource allocation is still prominent,and relative poverty will continue to exist for a long time.With the implementation of the targeted poverty alleviation policy,the economic level of Jilin Province has been continuously improved,the people’s lives have been improving day by day,the absolute poverty has been declining,and the gap between the rich and the poor has gradually narrowed.As an important old industrial base,commodity grain base,ethnic minority gathering area,and foreign trade port in China,reducing the income gap between urban and rural areas in Jilin Province is of extraordinary significance to my country’s control of relative poverty.This article selects statistical data on the income gap between urban and rural residents in each county before and after the implementation of the targeted poverty alleviation policy in Jilin Province from 2010 to 2017.Considering that China’s targeted poverty alleviation policy was proposed in November 2013,the data is divided into the two phases of 2010-2013 and 2014-2017,the time dummy variables before and after the implementation of the policy and the group dummy variables of poor or non-poverty counties were set,and the difference in difference model was used for regression.The results show that the targeted poverty alleviation policy has a significant impact on the urban-rural income gap in Jilin Province and can be effective Narrow the income gap between urban and rural areas in Jilin Province.Both the parallel trend test and the placebo test proved the stability of the model.A comparison with the effect of the targeted poverty alleviation policy obtained by using the least squares method reveals that if the long-term changes in the income gap between urban and rural residents over time are ignored,the effect of the targeted poverty alleviation policy will be overestimated by about 2.3 times.Based on the conditions of Jilin Province,other control variables were introduced into the difference in difference model,and the impact of other factors other than the targeted poverty alleviation policy on the urban-rural income gap was discussed from the three aspects of industrial structure,financial investment,and urbanization,and found that the tertiary industry accounted for,Education level,and urbanization level all have a negative effect on the income gap between urban and rural areas in Jilin Province,while the proportion of the secondary industry and government expenditure on supporting agriculture have a positive effect on the income gap between urban and rural areas in Jilin Province.Through the above empirical and theoretical research results,it provides a reliable basis for scientific evaluation of Jilin Province’s targeted poverty alleviation policies and narrowing the urban-rural income gap.Based on the analysis of this article,several suggestions are given: First,rationally adjust the industrial structure and increase the development of the tertiary industry Intensify efforts to absorb the employment of idle people in rural areas;second,optimize the scale and efficiency of financial expenditures on agriculture,vigorously ensure the sound and healthy development of agriculture,and ensure that farmers’ income and output increase;third,coordinate urban and rural education funding,focusing on the occupation of the rural population Cultivation of literacy and technical ability to enhance the human capital of farmers;fourth,to promote the construction of new urbanization,not only to achieve population urbanization,but also to achieve the sharing of benefits brought by social,economic,and environmental urbanization.Regarding the long-term effectiveness of targeted poverty alleviation,this article believes that we should strengthen the tracking and assistance of poverty-stricken people who have been lifted out of poverty;develop local industries based on local conditions;provide technical training and guidance to poor farmers;and encourage poor families to strengthen their children’s education.Promote the stable poverty alleviation of poor farmers,and ensure the sustainability of poverty alleviation and income increase,so as to realize the optimal governance of relative poverty.
