Research On The Performance Evaluation Of Special Funds For Key Specialty Construction In E University

As the development of economy and work content refinement,A large number of talents with a bachelor’s degree or above are needed.To cultivate undergraduate,the state has allocated special funds for professional construction to universities,and put forward more stringent management of special funds.There are few studies at the moment that can be applied in the performance evaluation of special funds for Specialty Construction in the University.Because different universities apply for special funds for different construction goals,it is difficult to use a set of established templates to evaluate their performance.Therefore,for sake of making the allocation of special funds more standardized,different universities need to evaluate themselves,and improve the professional level of undergraduate students.The research of this paper is divided into two parts.The first part is the theoretical research part.The research background and domestic and foreign documents are sorted out first,and then the theoretical basis in this article is introduced,and defines the concepts used.The second part is the case study part.In the case study part,the panel data analysis part and the performance evaluation model analysis part.In the panel data analysis part,the completion degree of the construction indicators of different key majors of E colleges and universities and the use of special funds are compared horizontally and vertically.Yes,make a qualitative analysis of the rationality of the allocation of special funds in professional construction.In the analysis part of the performance evaluation model,to make the results of the performance evaluation more objective and scientific,22 general secondary indicators were set up on the basis of five level indicators including faculty,personnel training,scientific research and construction,infrastructure construction,financial benefits.Grade indicators and 10 specific indicators are used for performance evaluation.When outputting performance appraisal results,qualitative and quantitative analysis results are comprehensively considered to analyze whether the investment of special funds has a corresponding effect on professional construction.Through the study of performance evaluation,it is found that there are inaccurate budgeting of special funds,weak management awareness of special funds,lack of scientific theoretical guidance,performance evaluation system isn’t perfect,and individual and common problems in the construction of key majors in E universities.It can be solved through measures such as strengthening the awareness of special fund management,to improve the rationality of the allocation of special funds,strengthening inspection and supervision,and building a targeted special fund performance evaluation system.The conclusion of this paper is: Although in the macro perspective,the use of special funds for E colleges and universities is basically in line with their expected use benefits,but in the microscopic perspective,There are problems in the use and use of special funds.Therefore,performance evaluation requires both diversified angles and diversified analysis,and also requires mutual cooperation between research methods and field surveys,so that the true problem of the evaluation subject can be used to enhance the use of funds.
