| With the international flow of capital,information and talent becoming faster and more convenient,a “war for talents” has been quietly launched.In current global reality of the serious shortage of high-quality and high-skilled talents,countries all over the world have introduced relevant policies to vigorously attract talents to meet their own economic and social needs.In recent years,the Central Committee of the Communist Party of China has issued various policies on the introduction of talents,aiming at requiring local governments to attach importance to the introduction and training of talents and accelerate the construction of a country with strong talents.It is of theoretical and practical significance for implementing national policies,enriching talent system and promoting social development to study the talent introduction policy of the government of Jiangjin District in Chongqing.This research used literature analysis method,research and interview method,questionnaire survey method and other methods,together with human capital theory,talent flow theory and talent incentive theory to investigate and study the talent introduction policies of the government of Jiangjin District in Chongqing.The research mainly adopted the method of investigation and interview to ask three questions to the deputy director of the human resources work and the head of the personnel title section of the Human Resources and Social Security Bureau of Jiangjin District,Chongqing.A total of 100 questionnaires were distributed to the talents introduced or recognized in Jiangjin District and 98 were recovered,with a recovery rate of 98%.Among them,98 were valid and the effective rate was 100%.Through the collation and analysis of the interview content and questionnaire,the research concluded that there are some problems in Jiangjin District of Chongqing,such as lack of local characteristics in funding guarantee policies,insufficient environmental construction policies,lack of overall coordination among policy implementation agencies,and insufficient guarantees for supporting services.Through the analysis of the causes of the main problems in the government’s talent introduction policy in Jiangjin District,Chongqing City,the study found that Jiangjin District’s policy-making body is single;the competent authority is not clear;the government’s publicity work is not in place;lack of effective supervision and evaluation of policy implementation mechanism;and talent development environment is not ideal,which has weakened the attractiveness of policies,and so on.In view of the above problems and reasons,this study put forward corresponding countermeasures and suggestions.Considering the needs of local development,government should accurately formulate talent introduction policies,improve and perfect incentive policies,increase rewards and subsidies,clarify departmental linkage responsibility systems,establish a scientific mechanism,and construct a good environment for introduction,and enhance the attractiveness of policies. |
