General Secretary Xi Jinping clearly pointed out in the report of the Party’s Twenty National Congress that "accelerate the construction of the world’s important talent center and innovation plateau,promote the rational distribution and coordinated development of talent areas,and strive to form a comparative advantage in international talent competition".Talents are more and more valued worldwide and become an important resource for international competition.Talent is also a strategic resource to promote regional development and enhance the comprehensive strength of the city.To enhance the importance and urgency of regional talent introduction is a practical subject and problem that must be solved in current talent work.In this paper,from the perspective of the Party committee and the government,with Gao Cheng talent introduction as the research object,the Gao Cheng talent introduction process of the influence factors,including the work force of talent introduction,talent introduction policy,talent platform,talent service quality analysis and research,Gao Cheng talent introduction existing problems and reasons,so as to give solutions to the problem and suggestions.In order to provide reference and reference for Gao Cheng District Party committee and government in talent introduction work,and for other counties to strengthen talent introduction to provide reference.Through the investigation,the Gao Cheng talent introduction work force,talent introduction policy guarantee,talent introduction channels,the introduction of talent in the past five years and other conditions of talent introduction status quo is elaborated and analyzed.The awareness degree and satisfaction degree of Gao Cheng District talent introduction policy are analyzed by using questionnaire survey.SWOT analysis is used to analyze the advantages,disadvantages,opportunities and challenges faced by Gao Cheng District talent introduction,paving the way for the research of Gao Cheng talent introduction problems and countermeasures.Based on the talent theory of the Communist Party of China and Maslow’s hierarchy of needs theory,this paper analyzes various problems existing in the talent introduction of Gao Cheng district in the working force,the role of talent policy,talent structure and industry distribution,and the platform of attracting and gathering talents,and analyzes the causes of the existing problems one by one.On this basis,the author puts forward the optimization strategies and suggestions of Gao Cheng talent introduction from the following three aspects: First,from the aspect of strengthening the party’s overall leadership of talent introduction,the author puts forward the suggestions of strengthening the construction of talent management institutions and strengthening the Party’s leadership of human resources service industry;Secondly,from the aspect of optimizing the scientific policy system of talent introduction,it proposes to expand the publicity methods and channels of talent introduction policy,optimize the talent introduction policy according to the different needs of talents,based on the transformation and upgrading of enterprises,and combined with the development of local industries.Thirdly,from the aspect of improving the service quality of the introduced talents,it puts forward the suggestions of creating a good atmosphere of respecting talents and valuing talents,improving the policy and service projects of talent introduction and improving the environment for talent development.Thus constantly improve the Gao Cheng district talent introduction overall level,improve the overall quantity and quality of Gao Cheng talent.
