At present,a new round of scientific and technological revolution and industrial transformation has formed a historic convergence with China’s accelerated transformation of the mode of economic development.The international industrial division of labor is being reshaped.We must seize this important historical opportunity and build our country into a manufacturing power leading the development of the world’s manufacturing industry.It is the basis of implementing the strategy of building a strong manufacturing country to create a huge industrial workforce with ideals and beliefs,know how to innovate and dare to contribute.Over the past few years,the shortage of skilled workers has been a bottleneck in the transformation and upgrading of China’s manufacturing industry.Especially,the lack of high-level skilled workers has seriously restricted China from a manufacturing power to a manufacturing power.China’s transformation from a manufacturing power to a manufacturing power must be supported by strong skills and guaranteed talents,especially to train and train a contingent of industrial workers who have ideals and beliefs,know how to innovate and dare to contribute.As a new academic concept,the formation system of skills involves the coordination and balance of multi-stakeholders in its construction process.By combing the relevant research literature at home and abroad,it is found that the connotation and extension of skill formation system have not been systematically understood and deepened in China.In the developed countries abroad(such as Britain and the United States),economic development is rapid,manufacturing industry is developed,and the skills formation and development system of industrial workers is relatively perfect,which also provides a reference for the construction and upgrading of the skills formation system of industrial workers in China.Therefore,this paper mainly refers to Bereday(G.Z.)classical comparative education research model,and constructs a comparative analysis framework and model of industrial workers’ skill formation system based on Ostrom(E.)institutional analysis and development framework and Parsons’ structural functionalism.On the basis of comparative analysis framework and model,following two research clues of historical analysis and sectional analysis,this paper chooses the United States,Britain and Germany as the main comparative research objects to carry out cross-country research.Finally,it summarizes the successful experience and lessons of the sample countries in the formation of industrial workers’ skills system,and constructs the formation of industrial workers’ skills localized in China according to the local conditions.System.By constructing a cross-cultural comparative research and analysis framework for the formation system of industrial workers’ skills,this paper provides a new analytical tool and research paradigm for the study of the formation system of industrial workers’ skills,with a view to providing reference and reference for the development of industrial workers’ skills and lifelong learning in the new era in China.
