The employment of the disabled is the first step to realize the self-development of the disabled.The seventh national congress of the China disabled persons’ federation proposed to "help the disabled lift themselves out of poverty,promote their entrepreneurship and employment,and promote the improvement of education and rehabilitation of the disabled",to further improve existing policies and regulations on the disabled,and to mobilize the role of the market and society in promoting the employment of the disabled.It is of great significance to build a multi-subject participation mechanism for the employment promotion of the disabled to promote the employment and social integration of the disabled.This paper focuses on the employment promotion mechanism of the disabled in Shanghai,takes the positive welfare theory and the multiple welfare theory as the theoretical research framework,and combines the quantitative and qualitative methods to conduct an in-depth study on the employment promotion mechanism of the disabled in Shanghai.Firstly,the principle of constructing multiple promotion mechanism for the employment of the disabled is analyzed by using the positive welfare theory and the multiple welfare theory,the main body composition and function definition of the multiple promotion mechanism are analyzed,and the cooperative mechanism of multiple subjects for the employment promotion of the disabled is constructed.Second,through sorting out the employment policies of the disabled in Shanghai,we can understand the evolution of the employment promotion mechanism of the disabled in Shanghai and determine the current employment promotion mechanism of the disabled in Shanghai.At the same time,under the guidance of the ideal model of the employment promotion mechanism of the disabled,the problems existing in the employment promotion mechanism of the disabled in Shanghai are analyzed.Thirdly,under the principle of positive welfare theory,the evaluation index system of employment promotion mechanism for the disabled in Shanghai is constructed from four aspects: equal rights and responsibilities,fair employment environment,meeting the higher needs of the disabled and promoting multi-subject interaction.Fourthly,by means of questionnaire,interview,panel data and cases,this paper studies the effect of employment promotion of the disabled in Shanghai,and analyzes the difficulties in employment promotion and the problems in mechanism.Fifth,the objectives and principles of the optimization of multiple promotion mechanism for employment of the disabled are determined,and the countermeasures and Suggestions for mechanism optimization are given from the five aspects of the government,enterprises,social organizations,volunteers and the disabled.Based on the above research,the following conclusions are drawn: first,the employment promotion mechanism for the disabled in Shanghai has been preliminarily diversified.However,this kind of diversification is still relatively elementary and imperfect,and there are still some mechanism problems such as imperfect interaction mechanism between the employment promotion subjects and lack of relevant mechanism to mobilize the enthusiasm of the disabled for employment.Second,the entry point of improving the multiple promotion mechanism of employment of the disabled in Shanghai is to strengthen the protection of rights and the implementation of responsibilities,construct a fair employment environment,improve the employment service level of the disabled and enhance the synergy of employment promotion.Thirdly,from the perspective of the construction of multiple promotion mechanisms for the disabled,it is still faced with such problems as imperfect government propaganda and employment service supply mechanism,immature enterprise recruitment and employment mechanism,unscientific social organization operation mechanism,imperfect volunteer organization and service mechanism,and lack of necessary promotion mechanism for the disabled.Therefore,it is necessary to improve the government publicity and employment service supply mechanism,improve the enterprise recruitment and employment mechanism,improve the scientific operation mechanism of social organizations,innovate the volunteer organization operation mechanism and optimize the disabled self-promotion mechanism.This paper expands the research on employment promotion of the disabled,which has positive significance for the employment promotion of the disabled,and can provide a reference for the government to make and optimize the employment policy of the disabled.
