Abstract/Summary:
The economic development in eastern coastal areas based on the support of national policies and their geographical advantages has attracted most of the surplus labor in the central and western regions to work in cities,but this has also triggered a series of social problems,especially the education of accompanying children of migrant workers,which has gradually attracted social attention in recent years.The “compulsory education equity for accompanying children of migrant workers in Yueqing” can be investigated and researched from the perspectives of educational starting point,educational process,and educational outcomes.The inequity of compulsory education is mainly reflected in unequal opportunities of educational starting point,significantly different resources and allocations enjoyed in the educational process,and failed use of educational outcomes for modification of educational starting point and process.According to the further analysis,the unequal opportunities of educational starting point result from imperfect policies and low economic level of migrant workers;the significantly different resources and allocations enjoyed in the educational process result from weak supervision of education authorities over private schools and low comprehensive quality of teachers;the failed use of educational outcomes for modification of educational starting point and process result from the lack of a rigid system of outcome evaluation and feedback and a systematic outcome evaluation mechanism.This research refers to the similar efforts made by the governments of Longwan District and Ouhai District,Wenzhou to ensure educational equity and the advanced experience of Guangzhou and Hangzhou in education of accompanying children of migrant workers and obtains some implications for educational equity.Finally,in view of these problems,this research proposes some strategies and recommendations as follows.First,it is necessary to improve the enrollment policy,specifically to strengthen supervision over enrollment process,actively promote household register credits,and develop relevant educational publicity channels;it is necessary to optimize the learning environment,specifically to improve the comprehensive quality of teachers and students,optimizeallocation of educational resources,build an education monitoring platform,scientifically supervise the “two hours after school” and develop private education in an orderly manner;it is necessary to improve the application mechanism of educational outcome evaluation and feedback,specifically to strengthen the construction of a rigid system,establish a standardized feedback mechanism and build a high quality expert team.
