| Independent college is a unique model of higher education in our country.This model was created in order to achieve the popularization of higher education.After more than two decades of development,independent colleges rely on the dual advantages of the reputation of the source university and social capital injection,and continue to expand the scale,actively cultivate talents,and have made great contributions to the development of higher education in China.Due to various internal and external factors,the development of independent colleges in the new era has fallen into Dilemma.In order to promote the reform of higher education deeply in our country and achieve the standardized development of higher education,national policy appeals for independent colleges’ transformation.However,the transformation of independent colleges involves a wide range of issues,less experience,and heavy tasks.The policy appeal cannot be implemented,which requires the government to assume responsibilities in many aspects and solve the problem of transformation and development of independent colleges.Relying on theories of public products,externalities,and market failures,this article reveals the main basis for the government’s responsibility in the transformation and development of independent colleges.Through literature analysis and empirical investigation,the author collected and studied the opinions of scholars in related fields extensively,and some independent colleges on the problems facing the development of independent colleges in China,and the factors affecting the transformation and development of independent colleges,and the government’s responsibility in the development of independent colleges.From the perspective of government responsibility,the author elaborated on the problems of unclear property attributes,unequal school status,incomplete policies and regulations,difficult division of interests,and low social recognition in the development of independent colleges.The author analyzed the necessity and feasibility of the transformation and development of independent colleges in China.Through statistical analysis of the questionnaire and interview content,on the one hand,the author obtained the degree of influence of four major factors,including social environment,stakeholders,school running conditions,and social reputation,on the transformation and development of independent colleges.On the other hand,the author obtained the status of the government’s responsibilities in five aspects including strategic planning,policy support,resource allocation,public opinion guidance and service supervision.Through research and analysis,the author found that there are four paths for independent colleges’ transformation and development including transformation into public undergraduates,private undergraduates,mixed-ownership schools and higher vocational education colleges.The government has an important responsibility in the transformation and development of independent colleges.The author suggests that the government should do a good job in guiding the updating of social concepts,scientifically planning the transition process,improving the financial subsidy system,continuing to promote supporting policies,and establishing dynamic and static supervision mechanisms. |
