Study On Policies Of Preventing Erosion Of State Assets In Transition Period Of Independent College In China

With rapid development of higher education of China, Independent collegeappeared in China in1990s.This new type of colleges can attract educational capitalfrom society so as to solve insufficient education budget and make better use ofadvantages of regular institutions of higher education in its education management,teaching resources and research abilities. The development of independent collegefulfilled huge desires of higher education in China and pushed elitism of highereducation into popularization.But the development of independent college went through a path by no meanssmooth. Ministry of Education of China issued Independent College Setting andManagement Measures to deal with variety of problems in independent college and tonormalize development of it. According to the Measures, independent colleges arerequired to transit to be real independent. Plenty of researchers studied of all kinds’problems in the process of transitioning, but the study of preventing the loss of StateAssets was nearly a blank part of studying. Researches on the fact of the loss of StateAssets not only benefit development of the national economy, also promotes healthydevelopment of independent colleges after its transition and help providing bettereducational products for our nation.This paper studies the form of state-owned assets in independent colleges on thebasis of Equity Theory, Public Products Theory and Corporate Governance StructureTheory. The history analysis of relevant policies for preventing the erosion of stateassets demonstrates advantages and disadvantages of existing policies, laws andregulations analysis as well as method of combining the qualitative analysis andquantitative research are employed in the paper. Theoretical argument, evidence-basedargument and analogical argument are main types of argument in the researches onaccuracy and effectiveness of policies in hoping of putting forward to perfectionmeasures and references for preventing the erosion of state asset in the process oftransitioning of independent colleges.Many existing issues are found out through researches. First, China government hasn’t taken necessary account of supervising and preventing erosion of state assets.Second, property evaluation policy on independent colleges and policy on intangiblestate-owned assets evaluation are in absence at present. What’s more, status of a legalperson of independent college is unclear and independent college lacks theinconsistency of interest’s subject’s rights, responsibilities, and benefits. In the end,several suggestions and approaches are put forward in the aim of preventing erosion ofstate assets and ensuring optimal allocation and using of assets. This paper will benefitthe management of state assets in independent college in its process of transitioning.
