The transition of Independent colleges is an important guiding policy in our nation, which Is not only an effective way of development of non-governmental higher education, but also the need of transformation and upgrading of local economic, as well as the need of sustainable development of social.The Measures of Independent College's Setting and Management promulgated by the ministry of education in 2008 means the beginning of the independent college's transition with the five-year transition period. Utill 2013-the deadline of transition period, the 10% of the transition rate was far smaller than the expectations of the ministry of education.From 2008 to 2015, there were a total of 52 independent colleges finish the transition in our country, with a series of problems such as small proportion and imbalance in regional distribution.We attempted to analyze the problems existing of independent college's transition in the view of stakeholders through this article.We also wanted to find the reason behind it through interviews whit providing scientific service for the development of independent colleges.Firstly we discussed the background and status quo of independent college's transition. Through the analysis, we can see that the policy has its background of politics and realistic. At the same time, through the investigation we can conclude that the progress has the problems of low rate of transition and the imbalance in regional distribution. Secondly we analyzed the questions existing in the process using the Stakeholder Theory. And we tried to explain what is the motivation of the stakeholder and how they effect the process. Thirdly we analyzed the problems in a different way with dugging up the problem of Schools-within-Schools-the dominant factors impacting the transition. Finally we provided some countermeasures based on the problem in the process. For example the government should provide support as well as use government authority to form education together. At last we suggested the government taking the property rights of independent colleges as the most important issue, which means we can crack the problem with a mixed diversified ownership.
