If there is an organization,there will be an examination(evaluation)evaluation(price),and what kind of organization will be done if there is any assessment.Assessment is the basic means of organization management and the guarantee condition for realizing the organizational goals.It is of great practical significance and academic value to build a clear,scientific and reasonable assessment system for local party and government organizations and realize legalization,which is of great practical significance and academic value for improving the governance ability and efficiency of the party and government,improving the image of the party and government,and promoting the modernization of the rule of law,governing the party,governing the government and the modernization of the national governance system.Since the reform and opening up,there have been two fundamental changes in the work appraisal of the government and its leading cadres.One is from equalitarianism without assessment and reward to performance doctrine of rewards and punishments based on political achievements;the other is from political appraisal with moral and political performance as the focus to the performance of work as the focus of talent work assessment.In this context,the assessment of key work is unfolding.As the first resource of global competition,talents have undoubtedly become an important part of government work assessment.Shandong Province is one of the provinces that took the lead in launching the government talent assessment in China.Its assessment system has been operated for more than ten years,and has been promoted by the central organization department in the whole country,and has a typical exemplary role in this field.This paper takes Shandong Province talent work assessment system as the research object,through understanding the background of the topic selection,raising questions,through consulting the existing literature,understanding the basic theories of human resource management,introducing the perspective of government performance management to review the research objects,and provide scientific guidance for the development and improvement of the research objects.Through describing the assessment system of Shandong Province,investigating the operation mode of the current assessment system,and using questionnaire,interview and comparative research,this paper analyzes the problems existing in the system,and puts forward some suggestions for further improving the talent assessment.The research finds that the talent work in Shandong Province has made great progress in recent years,among which the important reason is effective assessment incentive.The assessment system of Shandong provincial government talent work is designed fully under the leadership of the leading group of the provincial Party Committee on talent work,and a top-down government performance management tool is established.The management objectives are basically realized through the standardized process and strict results application.Some examples are selected to verify the above process.However,any system has its own shortcomings.In the research,the paper finds that the pattern of the talent work assessment system of Shandong Province is not high in the top level design,and the implementation level exposes the deficiencies in rule design and so on.There are problems of over generalization in application level.In view of this problem,this paper suggests that Shandong Province should improve the government talent work assessment system by strengthening the leadership ability of the examinee,the ability of the subject being assessed and the improvement of the evaluation standard and the application level of the results,so as to continue to give full play to the advantages of the assessment and incentive,and promote the new development and leap forward in the talent work of the province.
