Pupils "half past three in the afternoon after class service" gradually become the social focus on hot spot in recent years,Who will look after the pupils after school? It has been widely concerned by the society and scholars.The after-school service for primary school students is the rigid demand of dual-worker families.How to organize after-school service in school poses a new challenge to the government and school management.More parents expect after-school services to provide more choices,more formal teachers,more abundant content and more reasonable prices.In February 2017,the General Office of the Ministry of Education issued the Guiding Opinions of the General Office of the Ministry of Education on Doing a Good Job of After-class Services for Primary and Middle School Students,and after-class services have been carried out in primary and middle schools in China.However,in the implementation process,there are still problems and deficiencies in the aspects of fund guarantee,service content,teacher allocation,performance evaluation,school internal management and off-campus public education resources,so it is necessary to explore and improve the management mode of on-campus after-school service suitable for the local area.Starting from the perspective of school management,this study takes ten public primary schools in Mudanjiang City as samples to conduct an empirical study on the current situation of after-school service management in primary schools.Combined with the practical experience of the developed areas,the implementation difficulties of after-school services in primary schools were found from the perspective of teachers,and the reasonable needs of teachers,students and parents were also paid attention to,and countermeasures and suggestions were put forward.Due to the unbalanced economic development among regions in China,the unbalanced educational infrastructure and teachers,after-school services should be implemented according to local conditions,and "one policy for one place" and "one policy for one school" should be implemented.To effectively develop and guarantee after-school service quality,we must highlight the main body of implementation,establish the teacher performance evaluation mechanism,and mobilize the enthusiasm of teachers’ service.We must strengthen the cooperation inside and outside the school and mobilize the external factors of after-school service.It is necessary to broaden the after-school service function and enrich the contents of Chinese traditional culture education,art education,patriotism education,science education,physical education and labor education.It is necessary to develop school-based curriculum,organize practical education activities outside school,cultivate and improve students’ comprehensive quality,and promote pupils’ all-round development of morality,intelligence,physical fitness,beauty,work and labor.This study provides theoretical basis and practical guidance for the development and improvement of after-school services in primary schools.
