The coexistence of public and private education is the basic strategy for all countries in the world to improve their national education responsibility,ensure the vitality of education and meet the diversified needs of people’s education.Since the reform and opening up,in the process of compulsory education popularization,China’s private education has been developing continuously.With the promulgation,implementation and amendment of the law of the People’s Republic of China on the promotion of civilian run education,the promulgation of the order No.399 of the State Council of the People’s Republic of China on March 5,2004,and the revision and implementation of the order No.741 of the State Council of the People’s Republic of China on April 7,2021,the preferential policies and regulations for the implementation of the law of the People’s Republic of China on the promotion of private education have been greatly improved The support policy has been greatly improved.Since the 19 th National Congress of the Communist Party of China,people’s demand for high-quality education resources has been increasing.Now private education has entered the stage of school running standardization and quality improvement.Compared with public education,the education of children of private migrant workers in China has been restricted by low social status,inadequate internal management,educational resources,teaching staff,students’ quality,school environment and school running conditions.As a result,the education of children of private migrant workers generally has some problems,such as the lack of school running characteristics,improper student management mode,the lack of school management mode and the lack of school management mode The basic conditions for running a school need to be strengthened,the structure of teaching staff needs to be further optimized,and the quality of education and teaching is slightly weak.These problems are the factors that restrict the improvement of the quality of education for the children of private migrant workers.We need to pay enough attention to them and actively explore the strategies and methods to solve the problems.This study takes two private migrant children’s primary schools in Guangzhou,which are the earliest to develop private education,as an example.On the basis of comprehensively combing the current situation of education quality of private migrant children’s primary schools,and based on the theory of total quality management and contingency management,this study uses the methods of literature research and questionnaire survey Interview survey and other empirical research methods are used to investigate the current situation of education quality in private primary schools for children of migrant workers.It is found that the existing problems are mainly concentrated in four aspects:school running conditions,school management,school running characteristics and personnel training.This study further analyzes the causes from the education administrative department,the school itself,teachers,students and parents,and draws lessons from the successful experience and beneficial enlightenment of domestic and foreign private education to improve the quality of education,and puts forward some suggestions for the improvement of the quality of primary education for the children of private migrant workers,including increasing support,strengthening and improving education management,We should pay attention to connotative development,comprehensively strengthen the team construction of teachers and principals,improve the education and management of students,and effectively improve the quality of primary education for the children of private migrant workers,so as to promote the healthy and sustainable development of private primary schools in China and provide valuable reference for the construction of high-quality education system.
