Research Performance Evaluation And Influencing Factors Analysis Of Local Universities In China

In the context of intelligent development of big data,the global society attaches more and more requirements to the progress of science and technology.Specially in 2020,under the sudden influence of COVID-19,people are more deeply aware that science and technology are a powerful weapon in the fight against disease.Institutions of higher learning play a leading role in the cultivation of innovative talents and the construction of an innovative country,and their scientific research ability largely determines the level of scientific and technological innovation of a country.Nonetheless,the level of scientific research innovation in colleges and universities in various regions of China is unbalanced,and there is still a great room for improvement in the input-output efficiency of scientific research in most colleges and universities.So it has become an important and urgent task to upgrade the quality and efficiency of scientific research.Combining with the present situation of the performance evaluation of scientific research in colleges and universities,will China’s 31 provinces(municipalities)in local colleges scientific research activity as evaluation objects,to research the basic theory of performance evaluation as the starting point,refer to a large number of scholars in the research of the performance evaluation related,build in line with the current status of local university scientific research performance of input and output index evaluation system.Firstly,the DEA-BCC model is used to analyze the five-year cross-sectional data of local universities in31 provinces(cities)in China,it’s found that there’s a certain room for improvement in the research performance of many local universities.Then,Malmquist index method is used to evaluate the panel data of local colleges and universities in each region dynamically,and analyzes the change trend of total factor productivity of local colleges in China from 2014 to2018.In order to explore the main factors affecting the scientific research performance of local universities,combined with the actual situation,this thesis carries out hypothesis research from five perspectives: regional economic strength,financial investment in scientific research,degree of scientific research development,human capital structure,and degree of external contact.By introducing Tobit regression model,the conjecture hypothesis is tested and empirical conclusions are drawn.Finally,according to the conclusion of the study,it is proposed to establish the scientific research evaluation system and improve the scientific research management mechanism;reasonably control the expenditure of scientific research,strengthen the training of scientific research personnel;reduce the setting of inefficient research institutions and optimize the research infrastructure;to enhance the awareness of scientific research Internationalization and expand the degree of scientific research opening rationalization proposals.
