Research On The Evaluation Of Scientific Research Performance And Promotion Paths Of Universities In Henan Province

Improving the independent innovation system of university scientific research,furthering the reform of the university scientific research management system,and improving the scientific research performance and quality level are important strategic tasks for accelerating Henan’s economic and social development,as well as important strategic measures to achieve Henan’s revitalization and the Central Plains to shine.Henan colleges and universities,as the base for the cultivation and cohesion of high—level talents in Henan Province,the birthplace of original scientific research results,high—tech growth points,and radiation sources,are the new force to solve major scientific and technological problems in Henan’s economic and social development,and to achieve technology transfer and achievement transformation.It has an irreplaceable role in the construction of a scientific research independent innovation system.To this end,the research on the evaluation of scientific research performance in Henan universities is conducted to further improve the scientific research system of Henan universities,optimize the allocation of scientific research resources in Henan universities,improve the scientific research evaluation mechanism in Henan universities,enhance the scientific research innovation capabilities of Henan universities,and accelerate the "double first—class" universities in Henan Province.Construction is of great significance.This paper uses input—output theory,university—level classification theory and other theories as the guidance and academic support.In 2008—2017,19 undergraduate colleges with the right to grant a master’s degree were selected as the research objects,and the DEA method was used.And the total factor productivity index(Malmquist index)analysis method,from the overall and individual,static and dynamic levels of Henan Province,19 universities with the right to award master’s degree undergraduate colleges to conduct the overall and hierarchical category analysis,the research results show,(1)The average performance of the 19 colleges and universities in Henan Province is 0.867,and there is still much room for improvement;and there is polarization in the scientific research performance of Henan colleges and universities(2)19 colleges and universities in Henan Province The positive correlation between scientific research performance and scientific research investment in universities is not strong.Generally,the scientific research performance of ordinary universities is generally higher than that of provincial and ministerial universities and “double first—class” construction universities(3)Projection analysis of non—DEA effective universities in Henan province in 2017 found that some There is a situation of redundant research funding and insufficient output of scientific research results in universities(4)Scientific research achievements of Henan’s characteristic universities,Overall higher than the scientific research performance of comprehensive colleges(5)using Malmquist index to 19 undergraduate colleges with the right to grant master’s degrees in Henan Province,when conducting research on productivity across time,found that the overall scientific research performance of Henan universities is on the rise The factor productivity index is greatly affected by changes in the technological progress index,and the overall level of technological innovation is not high.In order to improve the scientific research performance of Henan universities and the overall scientific research ability level of Henan universities,so that universities and colleges truly become the new force of independent scientific research innovation system in Henan Province,play a more important role in the construction of independent scientific research innovation system and regional economic and social development in Henan Province.Allocate human resources for scientific research,improve the quality of scientific research in universities,improve the scientific and technological management system to improve the efficiency of resource utilization,encourage the development of advantageous disciplines,highlight the characteristics of scientific research in universities,accelerate the cooperation between government,industry,universities,and research,and increase the rate of scientific and technological achievements.The countermeasures and suggestions to improve the scientific research performance of Henan universities and colleges,in order to provide reference for Henan Province education authorities and universities.
