Research On The Implementation Of The New National Fertility Policy In Wenzhou

As one of the basic national policies,the childbirth policy plays an important role in many aspects such as population size,structure,change,quality and development trend,which in turn affects national and regional economic and social development.Under the control of the family planning policy for more than 40 years,many contradictions in population,environment,resources and economy have been alleviated.The family planning policy has played a vital role in controlling population growth and promoting social harmony in my country,but it also brings Certain negative effects have come,such as gender imbalance,population aging,and fertility reduction.Therefore,the party and government conformed to the development needs of the times,actively adjusted the childbirth policy,and successively implemented the "two-child alone" and "two-child comprehensive" policy.For different countries and regions,due to differences in the level of economic development,local customs and social atmosphere,the people’s willingness to give birth,and the population base,the fertility supporting policies of each region need to be independent based on the regional characteristics while adhering to the national overall arrangement.Innovation.As the second most populous city in Zhejiang Province,Wenzhou City was the first to break through the shackles of the planned economy and vigorously develop the private economy.After the “comprehensive twochild” policy was put forward,Wenzhou City responded actively,but after the policy was put forward,the fertility rate rebounded briefly and then quickly dropped.It can be seen from this that Wenzhou has encountered bottlenecks in the implementation of the new fertility policy.The mere opening of the "comprehensive two-child" policy is not enough to promote the increase of fertility levels,and various fertility policies need to be improved.This paper compares and analyzes the basic conditions,fertility policies and implementation effects of five typical cities in Wenzhou and Hangzhou,Ningbo,Guangzhou,Chengdu,and Hefei,and finds that the fertility situation in Wenzhou has certain particularities.First of all,from 2010 to 2019,Wenzhou City was the only one of these cities where the birth rate dropped by 3.11‰.Secondly,Wenzhou has a relatively high dependency ratio between the young and the old,and the labor force is relatively small,and the society and families bear relatively high support pressure.Finally,because Wenzhou’s private economy is relatively developed and is deeply influenced by traditional cultures such as “more children,more happiness” and gender preference,in many cities the situation of more men and fewer women has been reversed.The problem of more men and fewer women in Wenzhou remains More severe.In order to understand the current status of fertility under the implementation of the new fertility policy in Wenzhou City and the reasons for the low birth rate,35 people in Lucheng District,Ouhai District,Ruian City,Yueqing City and Yongjia County were interviewed and 500 people were surveyed by questionnaires.,Involving basic information,childbirth willingness and its influencing factors,maternity insurance system and protection situation,parenting cost situation,public service and supporting implementation situation,female employment situation and seven parts of understanding and suggestion of new birth policy.Considering the level of economic and social development,cultural background,fertility level,and family welfare system,this article selects five cities,Shenyang,Taiyuan,Wuhan,Beijing,and Guangzhou to sort out and introduce their respective fertility status and policies,hoping to find out The commonalities and laws of fertility policies among various regions,through summarizing and summarizing the experiences and lessons practiced in various regions,have gained inspiration for fertility policies,and proposed policies for Wenzhou to improve various fertility support facilities and improve public services Suggest.Finally,based on the local characteristics of Wenzhou City,a series of optimizing strategies for supporting fertility policies that meet the needs of local population development are proposed.
