On April 1,2017,the Central Committee of the Communist Party of China and the State Council issued a circular To establish the Xiong’an New Area in Hebei Province,which is another new area of national significance after Shenzhen Special Economic Zone and Shanghai Pudong New Area.It is of strategic significance to Ease Beijing’s non-capital functions and adjust the structure of the Beijing-Tianjin-Hebei region.Due to environmental governance and other reasons,some low-end and labor-intensive enterprises cannot adapt to and integrate into the construction and development requirements of the Xiong’an New Area,which is a major historic strategic choice for the construction of the Xiong’an New Area.They can only survive through overall relocation,or transformation and upgrading.This is an inevitable choice for the optimization of the economic structure of the new district.In this process,unemployment and re-employment will inevitably occur.Based on the background of this era,this paper lays a good foundation for the two transformations of "villagers to citizens,tradition to high and new" from the perspective of how to share and co-govern.Taking ST Town of the Xiong’an New Area as an example,this paper discusses the employment situation of original workers and the existing problems after the relocation of shoe manufacturers,and explores how to make full use of the released labor resources in the construction process of the Xiong’an New Area to solve the re-employment problem of the unemployed in the process of enterprise transfer and transformation.The main contents of this paper are as follows: Firstly,the concept and theoretical basis of enterprise relocation,unemployment and reemployment are explained.Secondly,through empirical investigation,the author dissected three relocation and transfer enterprises in ST town,and further analyzed the current unemployment situation caused by relocation and transfer.Thirdly,it analyzed the current work measures and achievements of the unemployed in the Xiong’an New Area for reemployment.Fourthly the in-depth study of ST town relocation enterprise workers in the process of reemployment problems.Fifthly is to put forward corresponding policy proposals on relocation enterprise workers reemployment.The main points of this paper are as follows: 1.The main difficulties faced by workers in reemployment of relocation enterprises are: The first is the lack of systematization and pertinence in the reemployment training.The second is the scope of reemployment is narrow,the level is low,and it is difficult to start business.The third is the employment concept is outdated and backward fetters the reemployment.2.Policy Suggestions: the first is strengthen government service functions and help enterprises transfer and transform to reduce unemployment.The second is Exploring the marketization way of human resources allocation and giving full play to its role in leading the adjustment and optimization of industrial structure.It is difficult for reemployed people to get reemployment because of their lower educational background and lack of labor skills.
