With the continuous advancement of China’s market-oriented reform,the private economy has become an indispensable force to promote China’s economic development,and a major "engine" for realizing innovation-driven development after the economy enters the stage of high-quality development.The essence of innovation drive is talent drive.As the "fuel" needed to promote the operation of the "engine",talent is the fundamental factor affecting the economic development of a region.However,as a high-level labor force,talents are a scarce resource in the labor market,and the rareness will inevitably lead to competition among enterprises.Therefore,a fair and effective competition mechanism is crucial to the effective allocation of labor resources.However,China’s labor market is not a unified one.The ownership system divides the labor market into two parts,the state-owned sector and the non-state-owned sector.The two labor markets have different wage determination mechanisms,and the labor force cannot flow freely between the two markets.This segmentation has a small impact on areas with a higher level of private economic development,but for Shaanxi Province,which is dominated by state-owned economy,the feature of "state advances and private retraction" will undoubtedly increase the competitive pressure of private enterprises in the labor market,especially small and medium-sized private enterprises.Therefore,it is of great practical significance to study the influence of labor market ownership division on the labor resource allocation of small and medium-sized private enterprises in Shaanxi Province.Due to the difficulty of collecting the related data of private enterprises,and the differences between regions,the author investigated and visited nearly 100 small and medium-sized private enterprises,and had an in-depth understanding of their development status,development difficulties and suggestions or appeals.Collected 140 questionnaires from enterprises and 921 questionnaires from employees,and obtained a large number of authentic and reliable first-line data,which provided effective data support for the study of this paper.On this basis,this paper based on the theory of labor market segmentation,measured the degree of ownership segmentation in the labor market of Shaanxi Province,and verified the influence of ownership segmentation in the labor market on the allocation of labor resources in small and mediumsized private enterprises of Shaanxi Province.The main conclusions are as follows: 1)The development level of private enterprises in Shaanxi Province needs to be improved;2)There is a serious brain drain in small and medium-sized private enterprises in Shaanxi Province;3)There is an ownership division in the labor market of Shaanxi Province,and different characteristics of the labor force are affected by the ownership division in different degrees;4)The division of ownership in the labor market in Shaanxi Province increases the labor cost of high-level labor in small and medium-sized private enterprises.In the end,this paper puts forward some policy suggestions to Shaanxi provincial government from three aspects: talent introduction,talent cultivation and talent circulation.
