By observing the employment situation of China in recent years, a seemingly contradictory phenomenon will be found that labor engaged in low-end labor-intensive industries is short while the intermediate and high-end level of labor represented by college students is surplus, unemployment and job vacancies exist at the same time, namely the structural contradictions is existed between "the difficult employment of college students and shortage of enterprise workers". The coexistence of employment and labor shortage problem shows that the principal contradiction of China’s labor market is no longer simple total employment pressure,but the structural unemployment issue which result that the supply structure in the labor market do not match the structure of labor demand in the industrial sectors. Researching the unique problem of structural unemployment which existed between the difficult employment and labor shortage coexistence is not only significant to solve our employment problems, but also has an immeasurable impact on the efficient allocation of human resources and economic and social development. It is not only to promote the transformation and upgrading of industrial structure, so as to form a complete industrial chain, but also to optimize the structure of employment, thereby increasing more jobs, reduce the employment problem, and promote social stability. The article is based on the theoretical analysis perspective of labor economics, from the micro and macro aspects of the causes of conflict phenomena which existed between "the difficult employment of college students and shortage of enterprise workers" and seek a way out of the conduct.The first part is the introduction, mainly about a brief introduction to the question of this paper studying, including five parts, such as the research background, significance, domestic and international literature review, research content and methods, innovation and shortcomings of the paper. At present, China’s employment problem became more complicated, the job market appears this structural unemployment phenomenon that the labor supply side-workers can not find suitable work, and the labor demand side-companies can not find suitable talent which lead to unemployment and job vacancies exist simultaneously. Structural unemployment is the new trend of China’s employment problem, and will exist for a long time, therefore, this study of the structural unemployment on China whether to solve the employment problem, or to promote the economic development of our country have a very positive effect.The second part is an overview of the concept definition and theory, this chapter first defines the difficult employment of college students and shortage of enterprise workers, that the current difficult employment of college students are belonging to a knowledge-based workforce unemployment, while corporate labor shortage is a shortage of front-line general workers, which is the shortage on low quality labor of uneducated higher education. Secondly, the relevant theory are made the corresponding comb, the study thinks that there is a serious market segmentation in our labor market, the difficult employment of college students exists in the first labor market, and the corporate labor shortage exists in the secondary labor market, the labors between the two market do not have an alternative, they can not flow freely, so difficult employment and labor shortage will be a long-term, stable structural unemployment.The third part is the current analysis of the difficult employment of college students and shortage of enterprise workers, this chapter respectively analyzes and discusses the difficult employment of college students and shortage of enterprise workers problems, compares different employment situation between graduate employment market and the employment market of migrant workers, notes that the current difficult employment and labor shortage are becoming increasingly serious problem of unemployment and structural unemployment which consists of unemployment and job vacancies is long-standing and will persist for a long time.The fourth part is the core part, analysis the causes of the structural unemployment problem which is made up of the difficult employment and labor shortage coexistence from the micro and macro aspects. First, using individual labor supply decision model to identify factors that affect the behavior of individual labor supply decisions and find that the high-quality labor-college students and low quality labor force-migrant workers of different wage levels and employment environment which caused by the presence of market segmentation is microscopic cause which leads to this structural unemployment problems; Secondly, from a macro perspective, this paper uses the theory of supply and demand in the labor market to analyze the supply and demand changes in the students’ labor market and migrant workers market, and on this basis, to enter in-depth analysis, finds the nature cause of the structural unemployment is that the supply structure of the labor market is unsuited to the needs’ structure of the industrial sectorThe fifth parts are the main conclusions and policy recommendations, by summarizing the foregoing analysis, the parts point out the main conclusions and make their own policy recommendations based on the conclusions. The different wage levels and employment environment between the college students labor with the migrant workers labor which caused by the presence of market segmentation is the microscopic cause which leads to this structural unemployment problems of long-term and stable coexistence. But considering the formation mechanism of market segmentation finds that only from wages and employment environmental perspective to deal with the structural unemployment problem of the difficult employment and labor shortage coexistence only plays relief, but is not eradicated. While from the macro reason which result in the difficult employment and labor shortage coexistence to analyze and finds that we should facilitate the matching of labor supply structure and industrial sector demand structure, in order to really solve the structural unemployment problem of difficult employment and labor shortage coexistence, therefore, this paper finally from two aspects of scientific allocation of labor supply structure and rational adjustment of industrial structure make the policy recommendations.
