Poverty is a key issue related to China’s economic and social development and the people’s livelihood.Poverty eradication is a common problem facing the whole world.After decades of efforts,China has made remarkable achievements“ "Three districts and three prefectures",as a minority inhabited area and a contiguous special difficult area of the country,are the most important and difficult task in poverty alleviation,with backward economic development,poor natural environment,deep poverty and long poverty alleviation front.The intergenerational poverty itself is a deep poverty problem.As a means to block the intergenerational transmission of poverty,education plays an important role in the poverty alleviation of deep poverty areas,and it is a fundamental policy to block the intergenerational transmission of poverty.Based on the existing research literature and the field investigation of "three districts and three states",this paper analyzes the dilemma and Countermeasures of the post development areas of "three districts and three states" theoretically and empirically from the perspective of education.Chapter 1 is the introduction,systematically analyzes the existing research literature,makes the domestic and foreign literature combing,and puts forward the research purpose,content,ideas,methods and possible innovations;Chapter2 is the theoretical basis.The paper clearly describes the relevant concepts and theories of education blocking intergenerational poverty,which mainly includes poverty,education policy,poverty intergenerational transmission,targeted poverty alleviation and education poverty alleviation.The theoretical basis is the theory of intergenerational transmission of poverty,human capital theory and education equity theory;Chapter 3 is the analysis of the current situation,and summarizes the overall situation of the "three districts and three states" areas,and combs the national and local areas Then,the paper points out the current effect and dilemma.Chapter 4 is empirical analysis,using OLS regression and binary selection model,and makes a robustness test.Chapter 5 is the countermeasures.The empirical study shows that:(1)education subsidies have a significant negative impact on the transmission of poverty generation.The higher the education subsidies,the less likely the transmission of poverty intergenerational transmission,and the higher the contrary.(2)The more skills training is,the lower the incidence of the transmission of poverty.(3)The education and gender of the father are related to the intergenerational transmission of poverty.The longer the education period of the father,the less likely it will happen.Gender also has an impact on the transmission of poverty generation,and men are less likely to lead to intergenerational poverty than women.(4)The influence of children’s education and age on the intergenerational transmission of poverty is most significant.The longer the education years of children,the less likely intergenerational poverty occurs,and the older the age,the less likely it will be.The results of robustness test further prove that in poor families,education subsidies and skills training have a certain impact on their children’s income.The positive correlation between them indicates that the higher the education subsidy and the more skills training times,the higher the income of the children,and the control variables are also in the control state.According to the main research conclusions,the paper puts forward corresponding countermeasures and suggestions: first,increase educational investment,promote the equalization of educational resources;second,increase the investment in education subsidies to improve the level of education of the two generations;third,increase the education popularization and strengthen skills training;fourthly,we should stress the support of ambition and wisdom,and stimulate the endogenous motivation of farmers.In order to strengthen the theoretical basis of education to block intergenerational poverty,and to help win the fight against poverty.The development of economy and the progress of society have brought about the deep-seated poverty problem,which has gradually changed from the economic problem to the problem of multiple factors.As the most basic public resource,education can not only improve the knowledge,morality and ability of the educated,but also promote the economic and social development.To study the problems of "three districts and three states" in deep poverty-stricken areas can not only provide theoretical basis for improving the quality of the population,but also provide decision support for promoting poverty alleviation. |
