| In April 2019,the Ministry of Education and the Ministry of Finance jointly issued the “Opinions on the Implementation of the Plan for the Construction of High-level Vocational Colleges and Specialities with Chinese Characteristics ”,aiming to build a number of reform-leading,development-supporting,world-class vocational colleges and specialty groups with Chinese characteristics.The program is referred to as “Double High Plan”.In December 2019,our country announced the list of construction units for high-level vocational colleges and specialty construction plans with Chinese characteristics.A total of 197 proposed units were on the list.In the implementation of this plan,high-level talents are extremely important strategic resources.For higher vocational colleges,the construction of high-level talent teams is an indispensable and unavoidable step both for the high-quality development of the colleges and during the process of moving towards the construction goals of the "Double-High Plan".This paper mainly employed literature research method,interview method,and case analysis method to clarify the internal logic of colleges,specialty groups and high-level talents in the construction of the "Double-High Plan",and straighten out the important position and core role of high-level talents in the construction of the "Double-High Plan" and draw an analysis framework.After carefully combing the high-level talent policy,implementation,and effects of the CG Academy,it was found that the total number of talents in the school has increased,the structure has been optimized,the quality has improved,and the agglomeration effect has begun to show.However,there are also problems in the total number of talents.The quality is not prominent,the obvious and hidden loss of talents,and the talent structure is unreasonable.On this basis,from the external factors,economic factors,platform factors,institutional factors,mechanism factors to explore the deep-seated causes of the problem.In this regard,targeted strategies are proposed,such as strengthening the top-level design,expanding the channels of talent introduction,introducing talents from multiple parties,focusing on simultaneous introduction and training,broadening training channels,improving incentive policies,and establishing assessing mechanisms. |
