Research On The Development Strategy Of Higher Vocational Colleges Under The Background Of "Double High" Plan

The development of China’s higher vocational colleges has been more than 40 years since the establishment of vocational universities in early 1980.By 2019,the scale and capability of higher vocational colleges have increased significantly with more than 1,400 colleges and over 11 million students enrolled,providing talent and intellectual support for the country’s economic and social development.However,its development is restricted by the homogeneity of majors,the shortage of students and the unevenness of education quality.Thus,the State Council of China issued a document to launch the construction plan of high-level higher vocational colleges and majors with Chinese characteristics("Double-high Plan")for education reform and support,in order to promote the continuous in-depth reform of vocational education,strengthen the connotation,and achieve high-quality development,which is both a challenge and an opportunity for the colleges.For the long-term development of the school,it is vital to adjust the school development strategy to local conditions.Shangluo Vocational and Technical College(referred to as "Shangluo Vocational College"),located in the hinterland of the Qinling Mountains where the impoverished areas concentrate,is a municipal public college not covered by the Double-high Plan because of its lack of comprehensive strength.This paper analyzes the development environment of Shangluo Vocational College based on the current situation and the theory of strategic management with PEST,SWOT and other analysis methods.It expounds the strategic mission,vision and goal of the college,and then puts forward the appropriate expansion strategy and differentiated school-running strategy of the college when learning from the strategic management experience of domestic and foreign universities.Also,propos’e strategic implementation and guarantee measures from the aspects of education and teaching,teachers,exchanges and cooperation,etc.I hope to provide reference for the progress of similar public vocational colleges not covered in the Plan through the case study of the development strategy of Shangluo Vocational College.
