The problems of agriculture, peasants and countryside are prominent problems to Chinese economics and development of contemporary Chinese society. The rural education is basis condition to village. And it is an important symbol of rural developing condition. In recent years, rural education, especially rural fundamental education has became the discussion and concerning focus of scholars. Our country made the rural education emphasis to the reform and development of education. And our country also paid high attention to rural education through declining policy and providing funds. These measures made great progress in the process of rural reform and rural economical development. But since the middle of 90's of the 20th century, with the halt of financial reform and rural economical development , the rural education is faced with serious situations. The reasons to the conditions are many. One of significant factors affecting development of rural fundamental education is that the total financial investment is not sufficient. Educational fund is a basis problem disturbing development of rural fundamental education .Without stable, continual rural financial input system and administering system., the development of rural fundamental education will have no ensure.This essay analyze the current financial input system of rural fundamental education.Part one, confine the attribute of fundamental education and fundamental educational investment. The rural fundamental education has features of both public goods and private goods. It is belong to mixed goods. But different education has different degree of mixed goods. For example, fundamental education is more close to pure public goods than higher education .Our government offer the major source of fund to rural fundamental education .So it is more close to pure public goods.Part two, Learning from the foreign experience on fundamental education .It is necessary to acknowledge the related foreign condition to research the financial support of rural fundamental education. In this part, I inspect the structure offinancial input on foreign fundamental education. And I analyze each level government's responsibility in financial input on fundamental education .Through these I try to find some rules and conclusions to direct our rural fundamental education system.Part three, The present conditions and problems of our country's financial input on rural fundamental education .The problems are: The total funds on rural fundamental education is not sufficient; The financial construction on rural fundamental education is distorted; Human resources of rural fundamental education are wasted seriously. The major reasons of these problems are the investing system of fundamental education is not standard and means of gathering funds of fundamental educational are not reasonable.Part four, The policy and advice on perfecting our fundamental education. Through learning from the experience and lesson of other countries, analyzing our condition and contradiction on fundamental education .The essay gives policy and advice on perfecting our financial input on fundamental education. First, policy thinking on perfecting our financial input on fundamental education. Next, construct reasonable financial transfer payments system.
