As China ’s economy gradually shifts from high-speed growth to high-quality development,the importance of regional innovation-driven development continues to increase.From the perspective of human capital,this thesis combines economic theory with China ’s actual development,constructs an empirical model of the impact of human capital on regional innovation efficiency,analyzes and discusses the impact mechanism and action path,draws conclusions and gives policy recommendations to improve regional innovation efficiency.It raises questions and explores whether the impact of human capital on regional innovation efficiency is significant? Will this impact have different nonlinear characteristics at different stages? Does human capital have different effects on regional innovation for the eastern,central,western,and northeastern regions of China?Firstly,this paper combs the relevant domestic and foreign literature and theories,defines the concept of human capital and regional innovation efficiency,collects the economic data of 31 provinces from 2000 to 2019,and constructs the evaluation index to measure the efficiency of regional innovation through the Global Malmquist index method.The efficiency of regional innovation is measured and analyzed.The Tobit model regression is used to analyze the direct impact of human capital on regional innovation efficiency and the heterogeneity of the impact.Random forest algorithm in machine learning method.The nonlinear effect of human capital on regional innovation efficiency is empirically analyzed.The results show that: First,on the whole,human capital has a significant direct effect on the improvement of regional innovation efficiency,but there is regional heterogeneity,which is more obvious for the central and western regions.Second,the partial effect analysis of random forest regression shows that there is a nonlinear effect of human capital on regional innovation efficiency,and the nonlinear effect is related to the level of human capital and the number of years of schooling.Third,the government expenditure,marketization,industrialization and informatization can also significantly promote regional innovation efficiency,but foreign trade dependence has a negative impact on regional innovation efficiency.Finally,based on empirical results and research conclusions,this thesis proposes countermeasures and suggestions to promote the improvement of regional innovation efficiency,including: enhancing quality of population through education,consolidating talent dividends,and providing a constant driving force for the growth of regional innovation efficiency;Increase the protection of intellectual property rights,optimize government subsidies,and introduce relevant policies to guide and motivate market entities to participate in innovation;Improve and optimize the talent introduction system in the central and western regions of China,promote the circulation of high-quality talents in different regions,and achieve innovative and coordinated development in different regions;By strengthening industrial upgrading and Digital transformation,give full play to the leading role of innovative human capital and improve regional innovation efficiency.
