Under the strategic background of "mass entrepreneurship and innovation",encouraging independent entrepreneurship plays a positive role in economic development and solving the problems of employment and people’s livelihood,and innovation and entrepreneurship education has therefore become a national action.Relying on the government’s continuous policy on entrepreneurship for college students,the scope of practice of innovation and entrepreneurship education has gradually expanded.However,since the research on entrepreneurship education policies focuses more on a macro perspective,and the micro-level research behind it has not yet attracted attention,the reality of college students’ entrepreneurship is still It did not get rid of the "three lows" dilemma of low intention,low innovation rate and low success rate.Therefore,to optimize and perfect the entrepreneurial education policy system for college students,not only need to focus on the macro top-level design,but also need to look at it from a micro perspective.This research attempts to explore the mechanism of the specific application of entrepreneurial education policy(entrepreneurship learning)on the effect of entrepreneurship education policy implementation(entrepreneurship intention)based on the general analysis of entrepreneurship education policy and the research model of "macro strategic goals-micro actual results",Put forward suggestions on the optimization of entrepreneurship education policies in line with the current background,in order to better guide the practice of entrepreneurship education.In the first part,after combing and summarizing the relevant domestic and foreign literature,it explores the deficiencies in the specific content of existing entrepreneurial education policies and entrepreneurial learning to determine the research focus of this article.In the second part,taking behavioral public management theory and planned behavior theory as the theoretical basis,it sorts out the general situation of colleges and universities’ existing entrepreneurial education policies.And select the research variables related to entrepreneurial education policy,propose an empirical research analysis framework of entrepreneurial learning on college students’ entrepreneurial intentions,and use SPSS statistical analysis software to carry out statistical analysis on 350 valid sample data to test the research hypothesis proposed in this article.The third part,based on the current university entrepreneurship education policy,combined with the results of empirical analysis,provides reasonable suggestions to promote the deepening of entrepreneurship education policy reform from two aspects,with a view to promoting "double entrepreneurship" and "entrepreneurship-driven employment" The strategy is implemented more effectively among college students.The empirical research results show that: 1.The main dimensions of college students’ entrepreneurial learning can be divided by entrepreneurial education learning,experience learning and practical learning,and the entrepreneurial intention of college students can be further subdivided into entrepreneurial goal intention and entrepreneurial execution intention.2.College students can stimulate entrepreneurial intentions to a certain extent through entrepreneurial learning,and the entrepreneurial goal intentions also have a predictive effect on entrepreneurial execution intentions.3.Entrepreneurship policy perception plays a positive role in the influence mechanism of entrepreneurial learning on entrepreneurial intentions,that is,the higher the policy perception of college students,the more significant the impact.Based on the conclusion of the empirical analysis of entrepreneurial intentions,in order to clarify the optimization path of entrepreneurial education policy and improve the construction of entrepreneurial education policy system,this research proposes: in terms of the teaching and practice policies of entrepreneurial education,it is recommended that policy makers and universities should systematically build The entrepreneurial learning paradigm for college students can start from optimizing the entrepreneurial education training mechanism,promoting the in-depth integration of experience learning,and strengthening practice-led behavioral activities;in terms of the goals and measures of entrepreneurial education,it is recommended that policy makers and universities focus on entrepreneurial policies The improvement of the level of perception and the grasp of the dimensional characteristics of entrepreneurial intentions have made efforts.
