Vocational secondary schools are currently the main body of vocational education in our country,and they are responsible for delivering applied talents and comprehensive technologies to the society.Under the policy documents of the integration of production and education in vocational secondary schools,vocational secondary schools must adjust the school management and student talent training model,pioneer and innovate in vocational education management,and use the instructor system management model to realize the innovation of human resource training management in secondary schools optimization.Especially since 2020,the international situation has been turbulent and the situation has become increasingly tense,especially the increasingly severe Sino-US trade war situation,China’s international economic cooperation has been severely restricted,and the new coronavirus epidemic that spread to the world at the beginning of the year has not been completely controlled.As a result,a large number of industries in our country suspend work and production,economic development has been severely impacted,and the economic situation is not optimistic.A large number of enterprises have closed down and the unemployment rate has risen sharply.Moreover,in order to tide over the epidemic smoothly,companies have begun to save money through layoffs.China is facing serious employment problems.This has also brought huge challenges to the training and export of talents in vocational schools.How to deal with the current complexity under the current international situation,finding a way to cultivate talents that suits the needs of the society to achieve integration of production and education has gradually become the primary task of technical secondary schools.This article is based on Fujian Shanghang Vocational Secondary School(hereinafter referred to as Shanghang Vocational School),as the research object.Explain the origin and development of the instructor system management,define the concept of the instructor system management,the basic characteristics of the instructor system management,explain paramilitary management theory,industry education integration theory and stakeholder theory.From the main characteristics of talent training in Shanghang Vocational School,explore the urgency and importance of the implementation of instructor management in Shanghang Vocational School,and the challenges faced by the development of Shanghang Vocational School in the new era,the problems of talent training,and the challenges facing school development,explain the implementation of the management system of the instructor system in Shanghang Vocational School,introduces the measures for the implementation of the management system of the instructor system in Shanghang Vocational School.At the same time,it leads to the analysis of the effectiveness of the implementation of the instructor system of the Shanghang Vocational School.By designing and distributing questionnaires,we obtained stakeholder analysis on the effectiveness of the implementation of the instructor system in Shanghang Vocational School:help to establish a good school spirit,help students to form good habits,improve the spirit of students and strengthen the will quality,help to improve the quality of teaching,achieve the mutual benefit of teaching and learning,It is helpful to cultivate students’ professional ethics,deepen the cooperation between school and enterprise,and promote the integration of production and teaching.and found problems in the implementation of the instructor system in Shanghang Vocational School:instructor management problems,education management and instructor management Coordination issues,instructors and class teachers have clear responsibilities,closed management models,students have negative coping or confrontation emotions with the instructor system,and problems between instructor system management and the promotion of school enterprise cooperation.Aiming at the status quo and problems of the implementation of the instructor management model in Shanghang Vocational School,combined with the experience of the management of the instructor system in Jimei Vocational and Technical School in Xiamen City,Guandu Vocational School in Kunming City and Shaanxi Commercial School,this paper proposes the following optimization plan: first,Improve the instructor system and strengthen instructor assessment training.From improving the top-level design of the instructor system,strengthening the evaluation of the instructors,organize the training of instructors to explain.Second,strengthen coordination and cooperation among stakeholders.It will be explained from Strengthening the coordination and cooperation between enterprises and schools,strengthening the coordination and cooperation between the instructor and the class teacher,and strengthening the communication between the instructor,the class teacher and the student,strengthening the coordination and cooperation between the school and the parents.Third,work together to form a joint management force.It will be explained from the combination of discipline education and emotional education to strengthen students’ self-management and self-learning ability.
