Scientific And Technological Capability Of Independent Innovation Theory And Policy Research

Innovation is the soul of nationality progresses, as well the unexhausted energy for a country's prosperity. Whether the independent innovation ability can be improved or not, is related to national strategic and security interests, and concerns the quality and efficiency of economic growth, and also the capacity of sustainable development. As the core part of the national innovation system, University's independent innovation capacity will play an important influence on the national overall technical innovation capacity. The independent innovation capacity of university is not strong at present. It has been seriously impeding the transformation of China's economic growth mode and improvement of international competitiveness. Therefore, thoroughly studying, scientifically evaluating and accurately grasping university technical independent innovation capacity theory, grasping the tendency of independent innovation, targeted for policy guidance, constantly improving their own university's capacity of independent innovation, has been one of the significant issues that placed in front of us.This paper discusses theoretically independent innovation and independent innovation capacity of university, involved in independent innovation and the denotation and connotation of independent innovation capacity; the independent innovation capacity of university and its characteristics and influence factors; establishes an index system. Secondly, this paper studies the role of independent innovation capacity of university playing in improving the national innovation capacity, indicates the university is the main force of the national knowledge innovation ,is the strong force of hi-technology production and inversion of scientific & technological achievements, is the cradle to culture high-level creative talents with international competitive power, is the cradle to culture innovation civilization. Thirdly, studies the situation and the measures policy optimized of the independent innovation capacity of university in science and technology. Analyses the major achievements and the problems of the independent innovation capacity of university, and analyses the reasons of restricted the independent innovation ability of university , on this basis brings forward policy recommendations to enhance the independent innovation capacity of university, policy proposals include : to actively strive for and commitment to major state projects as a link; to set up a science and technology innovation team to build technological innovation platform with disciplines characteristics; to implement the project of independent innovation; to establish a science and technology foundation platform of sharing system and service system; to regard the subject construction and scientific research as the lead to construct personnel training of independent innovation; to create a good academic environment and atmosphere for innovation according to improving the academic evaluation mechanisms; to regard University Science Park as an important incubator platform to accelerate the industrialization of scientific and technological achievements and so on.
