Under The Background Of "One Belt And One Department" Strategy—Research On The Development Path Of Sports Characteristic Towns In Hunan Province

In May 2017,the general office of the General Administration of sports issued the notice on promoting the construction of sports and leisure characteristic towns,marking the official opening of the construction of sports characteristic towns.There is an upsurge of creating sports characteristic towns all over the country.After nearly two years of development,a number of successful typical cases have emerged in China’s sports characteristic towns.However,due to different economic development and location advantages,the development level,development path and problems in the development of local sports characteristic towns are bound to show obvious differences.How to develop regional characteristic towns is bound to become an important topic of local research.In this paper,combined with the regional advantages of the "one belt,one department" strategic development in Hunan Province,using a variety of research methods,the development status,main characteristics and practical difficulties of sports characteristic towns in Hunan Province are analyzed,and the strategies and paths suitable for the development of sports characteristic towns in Hunan Province are put forward,so as to enrich the theoretical system of sports characteristic towns in China,It reflects the positive theoretical significance and certain academic value.The results are as follows（1）The macro policy of sports characteristic towns in Hunan Province provides multi-faceted support at the national level.Hunan Province and the local governments of sports characteristic towns have issued more specific policies and regulations according to the relevant guidance of the construction of national sports characteristic towns.But in the specific implementation of the construction of sports characteristic town,there are some problems,such as the policy implementation is not in place,the construction progress lags behind and so on.（2）At the present stage,the infrastructure of sports characteristic towns in Hunan Province is still weak.Although the experiential sports activities with high and low frequency have brought some economic benefits for sports towns,they have not realized the functions of industrialization,communization and diversion of urban population.The leading sports industry and industrial chain with distinct "characteristics" have not been formed in the sports characteristic towns in Hunan.（3）Hunan Province,as the core area of "one belt and one department" development in China,has huge regional and traffic radiation advantages.The government should fully consider the objective law of business agglomeration and the necessary location advantages of industrial development,and make rational decisions for the sustainable development of small towns.Relying on the location advantage,we should reasonably choose the business form of sports characteristic town,and expand the service radiation scope of sports characteristic town with the help of the location advantage.（4）Under the background of "one belt and one department" strategy,the development path of sports characteristic towns in Hunan Province should first re-examine their own unique resources and location advantages,reasonably establish the main business mode and characteristic main industry of sports characteristic towns,and scientifically plan the layout of small towns and related industries;Secondly,improve the infrastructure and attract high-quality management personnel to promote the linkage development of sports characteristic town main industry and related industries;Finally,we should implement the concept of sustainable development and create a livable and beautiful sports town.
