| With the continuous development and progress of my country’s economy and society,the public has higher and higher requirements for public services,and the government’s public service functions have become more and more important.This article closely combines the current hotline service models implemented by local governments,and discusses in detail the background,current situation,and significance of hotline services under the new situation.At the same time,it combines the hotline service models with current social governance concepts to discuss social governance.The new model analyzes the operating mechanism of the hotline service to understand the feasibility and professionalism of social work intervention,and then promotes it in other governance fields,truly realizing the vision of social work actively participating in social governance.The author participated in the construction of the 12355 Youth Service Desk in Liuzhou for a period of three months.According to his own practice,the author used the research methods of participatory observation and semi-structured interviews to investigate the current status and problems of the service hotline.As a branch of the government service hotline,the 12355 Youth Service Desk has played an active role in providing services to young people.However,unlike other service hotlines,this service hotline is not limited to the way of answering calls online.Extend the service offline,integrate the professional power of social work into the service,and adopt social work intervention methods to provide more detailed services to young people.It not only solves the current problems of young people,but also enhances their personal power and ability to dominate their lives in a certain sense to achieve the purpose of empowerment.At the same time,when volunteers on the platform provide services,they are also a test and self-examination of their own professional knowledge and abilities.The hotline platform arranges suitable thematic learning courses according to the needs of volunteers and the problems of young people who call,so as to enhance their volunteers.The personal professional qualities of the participants,enhance their professional service capabilities,and increase the capacity of platform volunteers.Therefore,from the perspective of the two-way empowerment theory,this article conducts an in-depth analysis of the operating mechanism and construction of the12355 service desk hotline in Liuzhou City,and summarizes the young people and platforms in the development of the 12355 youth service desk hotline in Liuzhou City from a large amount of detailed data and examples.The acquisition of volunteer power and related obstacles and constraints,and the two-way empowerment model through the operation of the mechanism,discusses the operation of social work professionals in the hotline service,and enables the dual empowerment through internal motivation and external promotion Young people can enhance their personal power in the process of hotline service,and it is also a motivation to motivate platform volunteers to improve their professional capabilities.Through continuous in-depth discussion and analysis,we can find ways to break the bottleneck of the current hotline service development and explore the optimization of the service hotline from the perspective of social work,so as to innovate and promote social governance. |
