"Joint Vertical And Horizontal":Interactive Practice Research In The Construction And Operation Of County Social Work Service System

Based on the observation and investigation of the social work service system in D County,Sichuan Province,this article uses participatory observation and semi structured interview methods to collect data.Presents the construction of the social work service system from both vertical and horizontal perspectives,analyzes the characteristics,practical logic,and shortcomings in the operation of the social work service system in County D of the two types of interactive relationships.First,review the policy design and hierarchical functions of the social work service system,and describe the operation process of the social work service system in County D.Secondly,it examines the interaction of the social work service system in County D.The author finds that the interaction between the upper and lower levels in the professional field presents a characteristic of "tight in the middle and loose at both ends";In interacting with government departments,social work professionals are embedded in the civil affairs system through system building.The main social work station has a relatively complete and stable interaction mechanism,with a small number of township(street)social work stations in the middle moving towards "two-way deep embedding" by adhering to professional services and capabilities,and most of them still remain in the stage of "one-way embedding".The professional embeddedness of grassroots social work offices is very weak,and the interaction between government and society is alienated.The construction of social work stations(offices)has effectively alleviated the shortage of grassroots civil affairs services,which is of great significance for community governance.However,in the process of practice,it has been found that due to funding and talent constraints,the village(community)social work offices in vertical interaction have difficulty in implementing the "suspension" of services,resulting in the dislocation of the functions of community,township(street)social work stations,and the phenomenon of assuming too many functions of social work offices.In the horizontal interaction,the lack of professionalism of social work stations(offices)poses a risk of excessive administration,due to the pressure of political performance assessment,the obvious promotion orientation of project implementation,and due to the bias in political and social cognition,it is difficult to fully exert the combined force.Based on the above issues,this article proposes that in the professional development stage,it is necessary to continuously optimize the top-level design and dynamically improve supporting policies;Systematically define and implement the positioning of various levels within social work services,and exert advantages through division of labor and collaboration;Cultivate a targeted talent team of social work stations to improve the professionalism and autonomy of social organizations;Both political and social parties have honed their common understanding,strengthened communication and interaction,and continuously moved towards a stage of two-way embedding development.
