Research On Evaluation Of High Quality Development Of Sports Industry Based On Three Reforms ——Taking Jiangsu Province As An Example

Entering a new stage of development,a new development pattern is required under the new development concept.And high-quality development has undoubtedly become the logical main line of the internal correlation of the three "new",and is the final goal and development performance of the three "new" in the specific development process to be dynamically adjusted.High quality sports industry development is to meet people’s growing demand for sports center,by the new concept of development,insist on quality first,efficiency first,through the study of the dynamic changes of the sports industry,efficiency change and quality change,constantly improve the total factor productivity,provide a series of high quality to the public sports products and services,Finally realize the unification of quantity and quality,economic and social benefits of the best industrial development model.However,high-quality promotion work should not only stay in the theoretical improvement of development overview,logic and connotation,but also concretely reflect in the goal setting and concrete completion effect in actual development.This also makes insufficient motivation;high efficiency and good quality become important evaluation criteria for the high-quality development of sports industry.Research on national macro-economic development planning as the guide,combining the latest release of "sports power construction program" and "about promoting the national fitness and sports consumption to promote the sports industry high quality development opinions,the development of sports industry in jiangsu province in 2019 as sample,using literature,logic analysis and expert interview method and entropy weight method,taking the new development concept,"three big changes" and the new development concept in the dimension of "three big changes" in the sports industry as the theoretical basis of the study,the logic and system framework of high-quality development evaluation of the sports industry is designed from the qualitative perspective.Comb at the same time,in the right in the process of high quality sports industry development,in 2020,2025 and 2035 about the development of sports industry related target values for the data source,and the three years are as the sports industry in the development of high quality base,stage and implementation stage,then based on the relevant statistics and expert forecasts of summary,based on the entropy weight method to calculate steps,Through Mpai data science platform and Excel software,a three-dimensional evaluation index system of high-quality development of sports industry was obtained,including 3 first-level indicators,7 second-level indicators and 25 third-level indicators.By setting the hundred-point measurement standard of the evaluation index system,the high-quality development of the sports industry in Jiangsu province is finally evaluated.The evaluation results are as follows: In 2019,the comprehensive score of the high-quality development of the sports industry in Jiangsu Province is 63.2338 points,which belongs to the medium（low effective high-quality development）level;The comprehensive score of dynamic change dimension is 76.5362,which belongs to the good level（medium effective and high-quality development）;the comprehensive score of efficiency change dimension is 62.6692,which belongs to the medium level（low effective and high-quality development）;the comprehensive score of quality change dimension is 48.4110,which belongs to the failing level（ineffective and high-quality development）.Conclusion:（1）The strong economic foundation is the basic driving force for the development of the sports industry in Jiangsu Province,and the capital investment of technological innovation has become an important driving force for the transformation of the sports industry in Jiangsu Province;（2）Technological factors have become an important factor leading the total factor productivity of Jiangsu Province,and technological output efficiency and technological progress index have become the new engine of Jiangsu sports industry to achieve efficiency reform;（3）Under a certain economic foundation of the people’s pursuit of sports good life and good job contribution,become the habit of the formation of sports consumption in Jiangsu Province,persistent important force to promote the development of sports industry with high quality,the accurate and reasonable layout of industrial structure has increasingly becoming the sports industry in Jiangsu Province to realize quality determining factor indicators of change;（4）high quality current situation of the development of sports industry in jiangsu province is dominated by dynamic change,efficiency change next,change the development mode of insufficient quality,its development is both old and new power and,at the same time,applying effective technical elements to elements such as capital,labor and land,the old power resources as part of new activation,to obtain new development space and development of new formats,and to achieve a certain level of high quality.Suggestions:（1）Dynamic reform dimension: stable and improving the essential power,development and operation power;（2）Efficiency reform dimension:innovation activates factor output efficiency and optimizes and improves total factor productivity;（3）Quality reform dimension: cultivate and expand service consumption power,improve and upgrade the overall industrial structure;（4）Overall reform dimension: to promote the high-quality development of sports industry based on the economic basis and according to the local conditions.
