As an important part of the private education,private colleges have gradually played a critical role in supporting China’s higher education by constantly innovating its systems and mechanisms as well as improving the level of school performance.With the new version of Private Education Promotion Law promulgated in November 2016,China’s private higher education steps into a new era.All the private colleges need to adopt management ways of either the for-profit or the nonprofit classification.As the pacesetter of reform and opening up,Shanghai has responded most actively,acted most quickly and got most significant effect in the wind of change.After implementing the classified management,the non-profit private colleges are bound to get more support and incentives from the government and the society,whereas their obligations to both should also be enhanced.In the field of internal governance,it’s required that the principles of stakeholder co-governance be insisted,the power balance and supervision mechanism be established,and the government’s support and incentives be really used in running schools in order to realize the public welfare of higher education.The study,uses both theoretical research and case analysis as the main tools.The research background and significance,current research status,research ideas and methods are explicated in the first place.The following part defines the relevant concepts of the study and introduces the theory tool of the study,stakeholder theory and polycentric governance theory.The theory is used in categorizing the stakeholders of the private colleges.The history and present situation of the private colleges in Shanghai are then introduced,including the colleges’ past evolution,the current situation and the overall situation since the implementation of classified management.Shanghai Z College is therefore taken as an example to briefly describe the present situation of the school’s internal governance,analyze the interactions between the stakeholders and,on the ground of the case analysis,summarize the main problems in the internal governance of Z College and probe the sources of these problems.In order to deal with the problems found in the above research using the stakeholder theory and polycentric governance theory,countermeasures and suggestions for the internal governance optimization are proposed.
