Pre-evaluation is a process that all engineering projects must go through before they start.It plays an important role in the early stage decision of whether to invest in the project or not.Preliminary evaluation: firstly,support and guarantee the project decision and investment;Secondly,for the consolidation of project financing,the preliminary analysis and evaluation have a significant impact on the whole financing construction,and the implementation of the preliminary evaluation of the construction project can consolidate the foundation for future financing.Thirdly,pre-evaluation is the basis for the implementation of construction work and project management.According to the preliminary evaluation report and research achievements,the investment personnel can establish the project planning and design scheme,and consolidate the conditions for the whole construction work.In the end,pre-evaluation is the evaluation basis of the later stage of the project.After the implementation of the post-evaluation of the whole investment project,the investment personnel need to intensify the analysis with the help of the pre-evaluation.Therefore,the pre-evaluation of the project has always been the condition of the follow-up evaluation,which can provide a good working basis for the follow-up project evaluation.In this paper,fuzzy mathematics and analytic hierarchy process(AHP)are combined to establish a comprehensive pre-evaluation model of power transmission and transformation engineering construction projects based on fuzzy AHP,and a pre-evaluation index system is constructed.A case study of a power transmission and transformation engineering project is carried out from three aspects: project technical program index,economic index and social benefit index.To be specific,through the study of this paper,firstly,the pre-evaluation index system of power transmission and transformation projects is constructed by following the principles of completeness,target,operability,combination of qualitative and quantitative indicators,and extensibility.The index system includes three first-level indicators,which are respectively technical program indicator,economic benefit indicator and social benefit indicator.There are 8 secondary indicators in total,including electrical engineering technical indicators,equipment technical indicators and civil engineering technical indicators.Economic indicators include project investment estimation,project profitability,project solvency;The social benefit index includes two aspects:regional economy comprehensive influence and regional environment comprehensive influence.Secondly,the analytic hierarchy process is used to determine the weight of each index,and the fuzzy comprehensive evaluation model is used for the pre-evaluation of power transmission and transformation engineering.Finally,the Changxindian power transmission and transformation engineering project studied in this paper has a 61.5% probability of being superior,so this project has high feasibility.
