The equality of basic public services and rural basic public service facilities rational distribution have become an important goal of China's rural social development in the new era.Rural poor people are out of poverty with current standards of China in the 13th Five-Year Plan,the comprehensively promoting rural revitalization is going to be the focus of rural work.Make up for the shortcomings of rural basic social services and security,promote urban-rural sharing of social development achievements will be the important work of rural social development.In view of the fact that supply and demand of rural basic public service facilities are unbalanced and the layout is unreasonable,taking Fenghuang town of Zibo City as example,the research on the optimization method and strategy of rural basic public service facilities spatial layout has important theoretical value and practical significance.Define the concepts of"rural basic public service facilities"by analyzing research results and experience of public service facilities in the world,introduce theories of"central place theory","public facilities location theory","public goods supply and demand equilibrium theory",constructs the methodology of rural public service facilities spatial distribution optimize based on Thiessen polygons.On the principle of fairness and efficiency.Research contents:First,analyze allocation quantity and service radius,evaluates accessibility and equality of rural basic public service facilities by the Gaussian-2SFCA and spatial autocorrelation analysis in rural,there are significant differences in accessibility and equality of rural basic public service facilities in Fenghuang town.Secondly,According to the characteristics of Thiessen polygon principle,the Thiessen polygon of rural basic public service facilities in ideal state is constructed.Aiming at the rural basic public service facilities with poor accessibility and equality evaluation,the spatial layout of ideal rural basic public service facilities is optimized from two aspects of facility distance and service efficiency.It is proposed to add two new middle schools,four primary schools,six kindergartens and six old-age facilities.Thirdly,combined with the results of the optimization of the spatial layout of rural basic public service facilities,discusses the optimization strategy of the spatial layout of rural basic public service facilities from the aspects of system guidance and spatial path.The main innovations:(1)The path distance is taken as the main index of the accessibility and equality evaluation of rural basic public service facilities,which improves the rationality and scientificity of the spatial distribution evaluation;(2)By investigating the service distance of rural residents'basic public service facilities,analyzes the service distance range of rural basic public service facilities;(3)Through the optimization and adjustment of the spatial layout of rural basic public service facilities in Thiessen polygon,improve the fairness and efficiency of spatial distribution.But the spatial distribution of rural basic public service facilities is complex,there are some limitations in the application of Thiessen polygon distribution method.Therefore,there is great research space for the optimization of the spatial distribution of rural basic public service facilities in the future.
