Research On Social Stability Risk Analysis Of TY Reservoir Water Replenishment Project

Water conservancy is the most concerned,direct and realistic issue of the public.It benefits people‘s livelihood.It is a common goal for each water conservancy worker to do a good job in the resettlement of water conservancy projects.Many social stability risk factors were hidden in the whole project cycle of water conservancy projects.Therefore,the establishment of social stability risk assessment system is conducive to preventing and reducing social contradictions from the source,then building a harmonious society.This paper takes the TY reservoir project,a national key water conservancy project,as a case,to build a relatively perfect social stability risk evaluation system.This paper first investigates major risks to social stability in the whole life cycle of the TY reservoir water replenishment project,divides the project into the decision-making,implementation and operation stages,and analyzes the risk factors respectively.Based on the the identified outcomes,this paper uses the fuzzy comprehensive evaluation method to determine the probability of risk factors,and the analytic hierarchy process(AHP)is adopted to determine the impact of each risk factor.Further more,the risk factors are comprehensively evaluated so as to help decision makers identify which risk needs urgent attentions,helping them making the right choice.Lastly,putting forward several measures to prevent or resolve those risks,such as immigrants petitions and complaints,income effects,infrastructure,migration resettlement and compensation,construction quality,operation management and maintenance,land reclamation,the direction of public opinions,environmental protection,soil and water loss.This study provides references for similar reservoir projects,gives advice to project stakeholder and relevant government departments to take precaution measures,and enriches the contents of social stability risk management in the whole life cycle.
