Research On The Supply Of Rural Public Cultural Services In Xingqing District, Ningxia

Public cultural service is an important function of the government.Balance the urban and rural culture development and do well in the supply of rural public cultural service work,is not only to guarantee the rights and interests of people who live in the rural,satisfy the diversification of the broad masses of farmers growing material and cultural needs,but also the important requirement of realize the equalization of public cultural services.It's also an important way to realize a well-off society in an all-round way."Urban and rural dual structure" of our country's long-term development model in rural economic and social development lags behind that of the city,with public cultural services in public supply more inclined to cities,the rural public cultural service construction is relative lag,and not enough to meet the needs of farmers.In recent years,the national policy strongly inclined to the rural public cultural services,all parts of the country continuously strengthen the construction of rural public cultural service facilities.After years of construction,the situation of lack of rural public cultural service facilities have improved,but the situation that rural public cultural service facilities utilization rate is not high,the structure of supply of public cultural services is unreasonable,the service efficiency is not high is also increasingly prominent.To solve those problems,in this article,the related theories and results of rural public cultural service at home and abroad are analyzed.I also take the XingQing district as the research object,visits the rural field of the XingQing district,use questionnaire survey method,to explore the situation of the supply of rural public cultural service,the villagers perception of public cultural services,the usage of the rural public cultural facilities and the demand of rural public cultural service.I want to found the problems existing in the rural public cultural service supply in XingQing.With the basis theory of the new public management,new public service theory,public economics and public governance theory,I'm going to analyze the reason for the existence of the problem,and attempt to propose the effective supply of rural public cultural services in XingQing.There are five parts in this article,the first part is the introduction part,expounds the research background,significance and research method.The second part puts forward of the concept of public cultural services,and to illustrate the meanings,and expounds the main body and contents of the supply of rural public cultural service.The third part is according to the rural visiting survey in XingQing and the data analysis of the questionnaire,to explore the problems existing in the rural public cultural service supply in XingQing,and find out the common causes of the problems exist in the rural public cultural service supply.Such as the grass-roots government is not well know the meaning of the rural public cultural service work.The responsibilities of the different provider in rural public cultural service are not docking.There is lack of demand expression in public cultural services.The fourth part is going to find the enlightenment to solve the problem of rural public cultural service supply through analyze the domestic practice of the construction of public cultural service in the rural areas.In the fifth part,I put forward to the suggestions to improve the rural supply of public cultural services in XingQing.I put forward to innovate the supply mechanism in three aspects,the supply subject,supply modes and financing mechanism.To clear the power and responsibility between different government departments,strengthening supervision and regulation.Optimize the distribution of elements to improve service quality,to strengthen the integration of existing cultural resources,ande strength the rural culture construction,etc.
