Research On The Fulfillment Of Local Government Responsibilities In Rural Elderly Care Services

The aging of population is one of the basic national conditions in our country.By the end of 2018,China's aging population of about 249 million people,60 or more for 17.9%of the population,while China's rural elderly population nearly 60%of the total elderly population in the country.The report to the 19th national congress of the communist party of China(CPC)pointed out:"we should actively respond to the aging of the population,establish a policy system and social environment for providing for the elderly,respecting the elderly and respecting the elderly,promote the integration of medical care,and accelerate the development of undertakings and industries for the elderly."In recent years,the party and the country to the rural pension attention has been very high.The government report in 2019 pointed out that we should vigorously develop the elderly care industry,especially the community elderly care service industry,and strengthen the construction of rural elderly care service facilities,so that the elderly can have a happy old life and future generations can look forward to.Rural elderly care services have the characteristics of quasi-public goods,which determines that the local government plays a dominant role in the supply of rural elderly care services.As the organizer and leader of social and public affairs,the local government takes the most important responsibility in the rural old-age service work.Therefore,this paper uses literature research,questionnaire survey,field interviews and comparative analysis,through the use of the theoretical basis of public management,the Maslow hierarchy needs theory,focusing on the rural old-age service analysis the difference of city and the rural old-age pension,and connecting with the local government takes office as case studies and discussions,so as to accurately grasp the local government in developing rural old-age service work in institutional guarantee,funding,supervision,guidance,as well as responsibility deviation,and then affect rural old-age service system analysis of the five factors of developing local government takes office vacancy,respectively is:Financial capacity is limited and financing channel is narrow,system construction is not in place,supervision system is not perfect,the guidance of publicity is not clear,social force introduction is insufficient and so on.In the end,the paper puts forward the train of thought of effective performance of local government from four aspects.Clarifying economic functions and enhancing financial security;Play a leading role in improving service level;We will guide public participation and encourage diverse cooperation.
