Study Of Government Responsibilit On Rural Elderly Support

Nowadays, the aging of the population has become a worldwide problem, and aging of China’s rural society is much higher than the level of cities. With the economic development and society, China’s urban social security system has been improved. However, in recent years, the construction of social security in rural areas lags with the results of historical, economic weakness and the difference between the urban and rural areas which constraints the development. The reason lies in the lack of government responsibility. In the background of co-coordinating and harmonious society, the rural old-age security is related to "a sense of security" and the "three rural" issue. As one region with higher levels, the government faces the challenge of how to deal with the increasing aging. The research in government responsibility of rural old-age security is of theoretical and practical significance.This paper studies the areas of Pukou, Jiangning, Lishui, Gaochun and Liuhe with historical methods and questionnaire. It carries out the government responsibility which bases on the status of rural old-age.This article is divided into six chapters. The first chapter is the Introduction. It introduces the source of this study; the situation; the purpose and content; research methods; the innovation and the insufficiency.Chapter Ⅱ defines the concept of the rural old-age security and the government responsibility firstly,and then analysis the theory basis including the welfare state theory, theory of public goods, legal basis and institutional change theory. Then it constucts the framework of government responsibility in rural eldly support.Chapter III reviews the performance of inadequate responsibility and the reasons for the shortage of government responsibility including the concepts of deviation, the development of market economy in China’s rural areas, the policy orientation in the urban-rural structure, the lack of channels of interests expression of farmers.Chapter IV analysis the situation of the government responsibility combined with Nanjing for financial support, security system, organization and regulation.With combination of "An Empirical Study on Nanjing in rural old-age," the fifth chapter points out the problem and puts forwards the relevant suggestions for strengthening government responsibility on the basic principles.Chapter VI is the conclusion.
