Research On Grid Management In New Rural Community Governance

In the Spring Festival of 2020,there was an outbreak of Covid-19 in our country,which has been the fastest transmission speed,the widest infection range and the greatest difficulty in prevention and control since the founding of the People's Republic of China.In order to contain the further spread of the epidemic,people who are up to the CPC Central Committee and down to the grassroots communities have taken decisive and rapid prevention and control measures.Communities,as the last line of defense for epidemic prevention and control,have adopted grid management,which has effectively contained the spread of the epidemic.There is no doubt that grid management has played a decisive role in the prevention and control of the epidemic in communities.Enlightened by the application of grid management in the prevention and control of the epidemic in communities,the author of this thesis selects the new rural community,Y Community in H City of Hebei Province,in which the author lives as the object of study and selects grid management as the topic of study.The author divides the thesis into four parts to study the grid management in the new rural community governance.The first part is the definition of related concepts and theoretical basis.In this part,the author defines the three concepts of new rural community,grid management and community governance,and explains the connotation of governance theory.The second part is the specific application of the grid management in Y Community.In this part,the author elaborates the governance subject of the grid management in the new rural community governance,as well as the specific application in the three aspects of public security,the construction of the Party's primary level and public crisis.The third part is the analysis of the problems and causes of grid management in Y Community.In this part,the author analyzes the problems of the grid management in the governance of new rural communities from three aspects: weak participation of residents,high mobility of grid members and the unimpeded operation between the upper and lower levels of grids,and analyzes the causes of the problems.The fourth part is the improvement measures of the grid management in the new rural community governance.In this part,based on the limitations of grid management in the new rural community governance mentioned in the third part,the author puts forward corresponding improvement measures from the three aspects of improving residents' awareness of participation,clarifying the main responsibility,building a professional team of grid members and establishing a perfect grid management operation mechanism.According to the elaboration of the grid management in the new rural community governance in the above four parts,the author tries to make the grid management widely used in the new rural community governance,and play a greater effect,so as to achieve the well-organized operation of the new rural community governance.As an innovation in the management mode of community governance,grid management is in the process of developing from exploration stage to perfection stage.In this process,grid management has not only some points that are worth keeping,but also some points that need to be improved.It is imperative to continuously conduct research and analysis on grid management,select the essence and discard the dross,so that grid management can play a decisive role in the good governance of new rural communities.
