Research On The Evaluation Mechanism Of The Effect Of American Foreign Aid

With the rapid development of international assistance,the issue of aid effectiveness has become a core issue of international development cooperation;how to effectively manage aid and improve aid quality and efficiency are issues of common concern for aid providers and recipients.Evaluation for aid effectiveness is a powerful weapon to solve these problems.As the forerunner and leader of evaluation of foreign aid effect,the United States began to regulate its evaluation of foreign aid effect in 1961,gradually realizing normalization,institutionalization and diversification,and now it has formed a relatively complete evaluation policy system and execution system with its own characteristics.As for the design of the evaluation process,the US aid agencies pay special attention to the preliminary planning of the effect evaluation and the application of the results,which is concentrated in the formulation of the making SOW and the reflection of the evaluation.In addition,various aid agencies in the United States also focus on the cultivation of the quality and ability of evaluators,and have carried out many activities to promote the exchange of evaluation experience.However,the US evaluation mechanism of foreign aid effectiveness also has problems such as complex institutions,unclear powers and responsibilities,and low participation by recipient countries.The experience of the establishment and development of the United States' foreign aid evaluation mechanism is of great significance to the evaluation of China's foreign aid effectiveness.
