A Study On The Implementation Of The Illegal Demolition Policy In Shanghai

For a long time,the demolition of illegal buildings has been a major problem faced by government departments.Over the years,Shanghai Municipality has successively introduced various policies for demolition work,and organized implementation throughout the city.Judging from the actual situation of policy implementation,the implementation of illegal demolition policies in recent years has not only significantly increased the total amount of demolition,but also produced good social effects.Why has the effect of the implementation of the demolition policy in recent years far surpassed the past? This article is based on Smith’s policy implementation process model,taking Shanghai C District as an example,through a combination of literature review,data collection,and interviews with relevant subjects to study the implementation of the demolition policy.Firstly,the author summarized the demolition policy in Shanghai,and briefly introduced the current implementation.Then using Smith’s model,through the analysis of the policy implementation process,it is found that the four major factors of the policy itself,the implementing agency,the target group and the external environment are optimized,interact and influence each other at the same time,and finally produce a benign interaction.This is the direct reason for the improvement of the implementation process of the demolition policy and the improvement of the implementation effect.Then from the perspective of further optimizing policy implementation,combined with the actual situation in the implementation of the policy,it can be found that there are still insufficient stability of the policy itself,insufficiency of the implementation agency in accordance with the law in the implementation of the policy,low sense of identity of the target group policy,and policy implementation."Maintaining stability" is a stressful issue.The reasons for these problems are: inadequate control of the basis for policy making,unreasonable setting of powers and responsibilities of executive agencies,selfinterest of target groups,and imperfect protection mechanisms for policy-vulnerable groups.Finally,the countermeasures and suggestions put forward in response to these issues include: improving the scientific and refined level of policy formulation;optimizing the implementation capacity of policy implementation agencies;enhancing the policy identity of target groups;creating a good external environment for policy implementation.
