Research On The Current Situation, Problems And Countermeasures Of Volunteer Organizations Caring For Left-behind Children In Rural Areas

Since the reform and opening-up,with the acceleration of urbanization and economic transformation,more and more young people in rural areas have gone out to work,and are forced to leave their children in the custody of elderly people or relatives because of such objective conditions as irregular work and household registration,as a result,the Left-behind children in China grew larger.Due to the lack of parent-child companionship in Left-behind children in China,there are many problems in study,life and psychological safety,and some even take the road of breaking the law.As a special vulnerable group,the Left-behind children in China has been paid close attention by the government and the society.In 2018,the State Council established the Left-behind children in China to coordinate work on left behind children.In February 2019,the CPC Central Committee and the State Council proposed to do a good job on agriculture,rural areas and farmers,focusing on improving the Left-behind children in China service system and promoting the healthy growth of the Left-behind children in China.Our government departments,such as the Communist Youth League,the Civil Affairs Bureau,the Education and Sports Bureau,have done a lot of work on Left-behind children in China Education,management and care,social Organizations,especially voluntary organizations,play a complementary role and play an important role in serving the Left-behind children in China.This article takes Qingdao Laixi as the breakthrough point,carries on the investigation and research to the local volunteer organization Care Left-behind children in China situation.Through reading a large amount of literature,we can grasp the problem of Left-behind children in China and the deficiency of Volunteer Organization in Caring and some good experiences and practices.By sending questionnaires to the volunteer groups in Laixi and conducting face-to-face interviews with the leaders of various volunteer organizations,we have obtained information about the organization's caring activities,the situation of volunteers' participation,and the difficulties in the organization's development,to conduct an in-depth analysis and study of the Laixi Volunteer Organization Left-behind children in China.The study found many problems in the organizations themselves.For example,the strong administrative color of volunteer organizations;Care Action Funding Shortage;care activity coverage is narrow,incoherent;volunteer level is low,mobility and so on.The reasons for the above problems are: The idea of administrative leadership is too strong;the management system of volunteer organization is not perfect;the actual needs of left-behind children are not paid attention to;and the imbalance between service and utility.Based on the theories of volunteer failure,government failure,resource dependence,contract failure and domestic and foreign experiences,this paper puts forward some opinions to solve the problem of Left-behind children in China.This paper expounds how to improve the service path from perfecting the internal management of the organization,actively exploring the family voluntary service mode,transforming the government functions,improving the quality of the care service and attracting the government to purchase the service,etc.,and finally form a "government-led,department linkage,social participation,school family responsibility,child-oriented" good pattern.Through these measures,the problems of the Left-behind children in China will be solved to a great extent,and the volunteer organizations will develop rapidly with the support of the government and all sectors of society,and provide a good environment for Left-behind children in China to grow up.
