Research On Countermeasures For Improving Urban Community Public Services

The community is the basic element of building a city.With the gradual progress of China's urban construction process,people's living needs also show a diversified and personalized development trend,including marketization,diversification and digital informationization.Based on this,this paper explores the innovation of community public service mechanism as an entry point,which mainly contains the following contents.First of all,we analyze the concepts of public service systematically,focus on the theoretical basis of welfare economics,polycentric governance theory and new public management theory,and introduce the concept of "Internet+" for integration,analyze the construction characteristics of urban community public service mechanism,and sort out the evolution law of urban community public service mechanism,so as to lay a solid theoretical foundation for the research of this paper.This will lay a solid theoretical foundation and set a clear goal for the research.On this basis,we drew on the practical experience of community public service cases in advanced districts to find the commonalities and innovative directions of successful experiences and practices,which provided valuable references for the study of this paper.Secondly,this paper selects Lancun street in Jimo district as the research object,summarizes the relevant measures in community public service,summarizes the prominent problems in three aspects: single management subject,low level of informatization and imperfect infrastructure,and points out the direction for the next step to put forward reasonable suggestions.Finally,the paper further explores the innovation and development track of the public service mechanism of the urban community in Lancun street at the present stage,and puts forward the practical strategies of innovating the public service mechanism.The first is the diversification of management subjects,that is,to build a cooperative co governance mechanism of multiple management subjects,and to establish a public service system with clear division of labor,common resources,complementary advantages and tripartite CO system by promoting the close communication among local government,social resources and natural market;Two,information on service platform,that is,establish a technology support mechanism with "Internet plus" as the guarantee,create community information management service platform,and enhance the supply and governance ability of community public services,so that it meets the needs and development direction of community management at the present stage and in the future.The third is to formulate a standardized operation mechanism,through promoting the allocation and sharing of community public service resources at all levels,strengthening community communication and coordination,improving the evaluation and supervision of community work,increasing financial investment at all levels,and fully ensuring the standardized and orderly operation of urban community public service policies.
