Research On The Conflict Of Interest And Resolution Mechanism Of Multiple Subjects In The Transformation Of Old Communities In H District Of Zunyi City

In recent years,with the continuous progress of urban renewal and the continuous improvement of people’s living standards,residents have become more and more willing to improve the quality of living environment,and pay more and more attention to the reconstruction of old residential areas.Because the old residential areas were built earlier,compared with the newly built commercial residential areas,there are problems such as poor infrastructure and incomplete community service facilities,which can no longer meet the living needs of residents.As a key measure of urban renewal,the reconstruction of old residential areas is also an important livelihood project,which is characterized by long-term,complexity and urgency.It cannot be completed only by relying on the government,and requires the participation of multiple subjects including the government,residents and social and economic organizations.However,conflicts of interest arise among multiple subjects during the reconstruction process,which affects the effectiveness of the reconstruction.Therefore,it is urgent to build a resolution mechanism to solve the conflict of interest among multiple subjects in the old residential areas,which is the difficult problem facing the reconstruction of the old residential areas at present,and is also the research focus of this paper.This paper takes the old residential district of H District in Zunyi City as the research object,analyzes the reconstruction status of the old residential district in H District through case analysis,field investigation and literature research,and studies the multiple subjects of the reconstruction,which are mainly government organizations represented by governments at all levels and industrial departments,and residents represented by residents and residents’ self-governing organizations.Property management companies,construction companies and other representative social and economic organizations.Analyze the relationship and interests among multiple subjects in the transformation process,study the conflicts between the public interests represented by the government,the personal interests represented by residents and the market interests represented by social and economic organizations,and find out the reasons for the conflicts of interests,such as the unbalanced interest demands among multiple subjects,the imperfect communication mechanism,and the imperfect coordination mechanism among multiple subjects.Combined with the inspiration of advanced experience at home and abroad,from the solution path of "problem communication-interest expression-overall planning and coordination",the solution mechanism of "optimizing communication mechanism-constructing interest balance mechanism-perfecting overall planning and coordination mechanism" is explored and proposed,which provides reference for resolving the conflict of interests of multiple subjects in the reconstruction of old residential areas,and provides reference for the government to promote the improvement of living environment and high-quality development of urban renewal.
