Social security is the basic institutional guarantee for maintaining social fairness and improving people's well-being,and it is also an important institutional arrangement to promote substantial progress in "common prosperity for all people".Therefore,in the context of the objective fact of unequal social security benefits among populations in my country and the institutional evolution of the social insurance collection and administration system reform,this paper clarifies the current degree of inequality in social security benefits,and discusses whether the increase in the intensity of collection and administration brought about by the reform will affect existing benefits.The moderating role of equality formation,and at the same time clarifying the mechanism and consequences of the collection and management policy signals affecting the behavior of economic entities,can obviously provide theoretical support for further promoting the reform process in the relevant social security field,and can also provide experience reference for a policy optimization plan of key areas and key groups of people.Based on this,this paper adopts the method of combining normative analysis and empirical analysis to carry out research according to the basic idea of "influencing factors of inequality of social security benefits ? changes in inequality of social security benefits in the increase of collection and management intensity ? how the improvement of collection and management intensity affects employers' behavior".First,based on the relevant theoretical literature,the empirical research on the motivation and influencing factors of employers' social security evasion behavior,the effect of social security collection and management reform,etc.is summarized and reviewed,and the theoretical logic and basic assumptions that run through this paper are formed.Secondly,use the large sample data of the online recruitment platform to conduct group comparison and statistical test to observe the existence of inequality of social security benefits.Finally,the micro-econometric model is used to discuss the impact share of each potential factor,and the interaction term and Fuzzy Regression Discontinuity Design method are used to estimate the impact of the social security collection and administration intensity signal on employers' provision of social security benefits and employment wages.In the analysis of the factors influencing the inequality of social security benefits and the interactive effects of policies,the following conclusions are drawn:(1)The inequality of social security benefits mainly comes from the differential treatment between employers(work units),public/foreign-funded units,large-scale and Employers in high-skilled industries are more likely to provide basic social insurance and supplementary benefits;(2)The inequality of social security benefits is also affected by the level of employees' human capital,which means that the availability of social security benefits increases with the level of human capital.(3)The reform of the collection and management system can alleviate the inequality caused by the level of human capital and enterprise scale to a certain extent,and help to improve the social security compliance of private enterprise employers.In the identification of the impact of the policy signal on the employer's decision to provide wages,it can be found that the overall increase in the intensity of social security collection and management does not directly produce a squeeze out of the employee's wage treatment,but considering the lag of the policy impact,there is a negative impact over time.Therefore,this paper proposes some policy recommendations,such as further deepen the institutional reform in the field of social security,form a social insurance collection and service system that fully considers the needs of different groups,adhere to the reform of social insurance collection methods and measures to reduce fees and burdens,and form a normalized social insurance governance and supervision.
