The Township Government Is Not Completely Studied As An Administrative Behavior Governance Problem

Though not entirely as an administrative behavior on the surface is just a passive behavior,it is not a positive infringement,but because it is an incomplete performance of duty,it cannot protect the legitimate rights and interests of the administrative counterpart,and will eventually even damage the legitimate rights and interests of the counterpart,and cause a significant neg-ative impact on the image of the government.In the context of building a serviceoriented government,it is necessary to study this in depth.This paper is divided into five parts.It mainly includes: The first part,introduction.This paper mainly introduces the research background,research significance,research status at home and abroad,research methods,research innovation and deficiency.The second part,related concepts and theoretical basis.Through literature review,cases and field interviews,this paper explains and defines the concept of township government,administrative act and incomplete administrative act,and briefly introduces the theoretical basis related to this paper.The third part,the status quo and harm of the township government not completely as an administrative act.Combined with the specific practice of the township government,and based on the results of judicial decisions,the analysis of the township government is not completely as an administrative act of the present situation,performance and the necessity of research.The fourth part,the township government is not completely as an administrative act of the reason analysis.It mainly analyzes the reasons of imperfect administrative laws and regulations,imperfect supervision and accountability mechanism,malpractice of township government staff management system,uneven quality of township government staff and so on.The fifth part,the countermeasures and suggestions to govern the township government not completely as an administrative act.Relevant countermeasures are given from four aspects: improving the relevant legal system which is not completely taken as administrative act,perfecting and optimizing the supervision and accountability mechanism of township government staff,perfecting and optimizing the management system and improving the quality of township government staff.Based on the theory of responsible government and comprehensive incentive,this paper discusses the specific performance,causes and effective governance suggestions of the township government staff not completely acting as adm-inistrative acts by using the methods of literature,field interview,comprehensive induction and case analysis.It is of great significance to improve the administrative efficiency,service capacity and protect the interests of the masses of the township government.
