As the development of science and technology and the upgrading of industrial structure,the application professionals with advanced technology will become the mainstream of future market demand so that the mode of separating theoretical knowledge from technical practice in traditional teacher training will be gradually eliminated.On August 19,2019,at the Heilongjiang Vocational Skills Upgrading Conference,Premier Li Keqiang pointed that " all kinds of technical personnel are requires to revitalize the Northeast.In the next three years,Heilongjiang needs to train at least 1 million senior technicians." To this end,a series of policies were published by he state and Heilongjiang Province to encourage private-owned vocational colleges,resulting rapidly increasing number of private-owned vocational colleges.However,due to short development time and insufficient teacher training,the teaching quality of private-owned vocational colleges is still poor at present.To ensure the quality of private-owned vocational colleges,the management and training in teaching capacity,the level of knowledge and skills of teachers in private-owned vocational colleges should be strengthened.Taking the teacher training situation of four private-owned vocational colleges in Harbin as the research object,with questionnaire method and interview method,this study is divided into four parts.In the first part,it introduces the basic situation of private higher vocational education and teachers from three aspects of running time,running scale and unique school-running features.In the second part,through questionnaires and interviews,this paper investigates the five dimensions of teachers who participate in training,teachers' cognition of training,training organization and qualified teachers,contents and methods of teacher training and assessment of teacher training effect.The problems existing in the current teacher training is analyzed in the third part.The main problems lie in the lack of fairness in the opportunity of teacher training,teachers' unclear awareness of training objectives,weak training organization and teacher resources,training content being unable to meet the needs of teachers,imperfect trainingassessment as well as the in-apparent training effect.Causes of these problems are explained from three three aspects including teachers,college and training institutions.In the fourth part,the strategies for the effectiveness of teacher training are puts forward in Harbin private-owned vocational colleges.The strategies that teachers should adopt are to develop correct ideas and enhance their enthusiasm,to actively create conditions and opportunities to expand training space,and to comprehensively improve self-quality based on professional development.Strategies for colleges include planning to enhance systematic training,selecting appropriate training methods to meet the needs of innovative talent training,establishing a scientific evaluation mechanism while emphasize on the effectiveness of training,improving incentives as well as strengthening the organic relation with other human resources management measures.Strategies to be adopted by training organizations cover that to enhance the practicality of training content based on social needs,to innovate training methods and means with advanced educational technology achievements,to enhance hardware and software construction of training and to provide guarantee mechanisms for training.
