| As the literacy of the rule of law has become one of the core literacy of students,it is the basic survival ability of contemporary primary school students. With the continuous advancement and deepening of teaching reform, the education of the rule of law has been integrated into the national education system, integrated into the entire process of national education, and became a new Research hotspots. Therefore, the assessment of primary school students’ legal literacy has important theoretical and practical significance, but there are currently few mature assessment tools. This study draws on the experience and enlightenment of the evaluation of the rule of law literacy at home and abroad, and combines the curriculum objectives and textbook content to prepare a preliminary evaluation tool. And through two methods of expert review and test analysis to improve the evaluation tools.Firstly, this study defines five keywords:"literacy","rule of law",and "rule of law".By referring to the domestic and foreign research literature related to the rule of law literacy, the experience of large-scale international education evaluation projects such as ICCS,NAEP,PISA,etc.is also used.On this basis, the evaluation framework of elementary school students’ rule of law literacy is constructed from four aspects:evaluation dimension, evaluation outline, situation design and development process. The scores of the rule of law literacy in this study are four dimensions:knowledge of rule of law, rule of law thinking, ability to rule by law,and belief in rule of law.On the basis of sorting out the curriculum objectives and textbook content, the "Outline of the Evaluation of Primary School Students’ Rule of Law Literacy" was formulated to clarify the evaluation goals, evaluation scope, evaluation form and content requirements. The situation design emphasizes the era and life, the theme of the situation highlights the ideological and educational, the scope of the situation is wide, and the presentation methods are diverse. The research also designed the R&D process of the assessment tool, which is mainly divided into three phases:test questioning-test-evaluation.Secondly,according to the evaluattion tool framework and design principles, most of them use the form of self-made topics to compile the"Draft of Primary School Students’Rule of Law Literacy Evaluation Tool." Experts on rule of law education, proposition experts, and teachers of ethics and rule of law courses were invited to form test review teams, which gave guidance and revised opinions on some topics.According to expert opinions and suggestions,we have made preliminary revisions to form the "Second Draft of Assessment Tools for Primary School Students’ Rule of Law".Thirdly, the fourth-year students of three primary schools in Xi’an and Shenzhen were selected as the evaluation objects, and the test was organized and implemented in a standardized evaluation environment.According to the classic measurement theory, the difficulty, discrimination, and structure of the questions were done.Detailed analysis, and adjustments, amendments and additions to some topics based on the analysis results, forming the "third draft of assessment tools for primary school students".After the second round of testing and analysis,it was confirmed that the quality of the assessment tool was good. Finally, the research concludes that this study has formulated a clear evaluation outline, introduced a contextualized topic design method, constructed a framework for the assessment of law literacy of primary school students, and developed a tool for the assessment of law literacy of primary school students. However, due to various subjective and objective reasons, this research still has many deficiencies in the universality of the evaluation framework, sampling methods and sample sizes, and evaluation methods, which need to be improved in the future. In the future,I look forward to working with other researchers on further elaborating the evaluation framework, the development of evaluation topics and the evaluation research, and provide more scientific and selective evaluation tools for the evaluation of primary school students’ legal literacy. |
